The Ministry of Industry and Trade speaks on the roadmap on emissions

One of the reasons is the lack of initiatives of enterprises and Ministries. Thus, the Prime Minister, Mr. Nguyen Xuan Phuc has recently requested Ministries and State agencies to review the performance of assigned tasks under Decision 49.
A reporter of the Customs Newspaper exchanged with Mr. Nguyen Phu Cuong, the Director of Department of Science and Technology (under the Ministry of Industry and Trade). The official information from the Ministry of Industry and Trade on this issue was as follows:
The Prime Minister has decided not to delay the application of emission standards for imported automobiles and motorbikes from 1st January 2017 (under Decision 49). Could you please tell us the advantages and disadvantages of the Ministry of Industry and Trade when implementing this roadmap? Has the Ministry of Industry and Trade issued technical regulations on fuel management?
According to Decision 49, from 1st January 2017, the emission standards for automobiles and two-wheeled motorbikes included level 2, level 3 and level 4. From 1st January 2022, emission standards for automobiles and two-wheeled motorbikes will include level 2, level 3 and level 5. Thus, criteria for fuel (including gasoline and diesel) for automobiles and two-wheeled motorbikes will be equal to the level of emission standards.
Gasoline and diesel at level 2 are applied to current automobiles and two-wheeled motorbikes. Gasoline and diesel at level 3, level 4 and level 5 will be applied to assembled and imported automobiles and two-wheeled under the new roadmap from 2017.
However, during the process of the roadmap, we have encountered many difficulties. Currently, there are 27 wholly-owned petroleum and gasoline companies in the domestic market with more than 14,000 petroleum and gasoline retailers. There are currently three main types of gasoline available for automobiles and motorbikes as follows: RON 92, E5RON 92, RON 95 and a type of diesel named DO 0.005S Euro 2.
On the implementation of Decision 49, on 11th November 2016, the Ministry of Science and Technology issued the national technical standards QCVN 01, 2015 / BKHCN on petrol, diesel fuel and biofuels issued with the Circular No. 22/2015/BKHCN-TT. According to these standard, there are 9 types of unleaded gasoline such as RON90-II; RON92-II; RON95-II; RON92-III; RON95-III; RON98-III; RON92-IV; RON95-IV and RON98-IV. Similarly, product categories for E5 and E10 petrol and diesel used for assembled, and imported automobiles and motorbikes have also increased to nearly 30 units, which makes it difficult and impossible for businesses to supply.
Regarding fuel standards, under Decision 49, the Ministry of Science and Technology issued the national technical standards QCVN 01: 2015/BKHCN on petrol, diesel fuel and biofuels issued with Circular No. 22/2015/BKHCN-TT.
Reportedly, the Ministry of Industry and Trade and other Ministries have requested to delay the implementation of the Euro 4 roadmap for a number of vehicles. Why did these Ministries want to delay, Sir?
Under Decision 49, in order to ensure the production, import and supply of fuel used for automobiles and motorbikes with the quality in accordance with the national technical standards, the Deputy Prime Minister, Mr. Trinh Dinh Dung issued Official Letter No. 4370/VPCP-KTN to request the Ministry of Industry and Trade to collaborate with the Ministry of Communications, the Ministry of Transport, the Ministry of Science and Technology; some petroleum producers and traders, such as Vietnam Oil and Gas Group and PetroVietnam to operate under the roadmap.
The Ministry of Industry and Trade has gathered opinions and comments of Ministries, Departments, enterprises and the Government Office on the following contents: The roadmap for application of emission standards for assembled and imported automobiles and motorbikes; the production and trading of petroleum; and the status of automobiles and motorbikes in line with the Green Development and Climate Change Program.
Based on the comments of Ministries, enterprises and associations, the Ministry of Industry and Trade gathered and issued Official Letter No. 518/BCT-KHCN of 29th September 2016 to report to the Prime Minister the actual situation of the roadmap and propose solutions to ensure harmony of the objectives of environmental protection, interests of the State and enterprises. In accordance with Decision 49, from 1st January 2017, domestic petroleum and gasoline remained at level 2, level 3 and level 4 (but currently, there are only level 2 and level 4 in the market).
On 7th January 2016, at the headquarters of the Government, the Deputy Prime Minister, Mr. Trinh Dinh Dung chaired a meeting on the roadmap and announced the conclusion No. 398/TB-VPCP. Accordingly, from 2017, there are only 2 levels of quality in the market such as Euro 2 and Euro 4 under the recommendations of the Ministry of Industry and Trade.
In the conclusion of the Prime Minister, the Ministry of Industry and Trade was requested to report on the performance of the assigned tasks under Decision 49. So what is the responsibility of the Ministry of Industry and Trade?
The Ministry of Industry and Trade has strictly implemented the assigned tasks in Decision 49 and other legal documents of the Government. The Ministry of Industry and Trade has directed all petroleum dealers in the country to implement the Prime Minister's instructions for circulation of petroleum and gasoline at level 3 and level 4 in the market.
At present, petroleum and gasoline at level 3 and level 4 have been put into the market by some petroleum dealers (including the Vietnam Petroleum Group). Accordingly, from 23rd January 2017, the Vietnam Petroleum Group sold gasoline RON 95 at level 4 in all northern provinces and HCM City; and it sold gasoline RON 95 at level 3 in the remaining provinces in the country. Also, enterprises have prepared necessary conditions to comply with new regulations on diesel before 31st December 2017.
The Ministry of Industry and Trade has also sent a document No. 2121/BCT-KHCN of 15th March 2017 to the Prime Minister on the implementation of Decision 49.
