The Ministry of Industry and Trade proposes to export more than 2 million tons of coal in 2019

The Ministry of Industry and Trade has just sent Document No. 2837 / BCT-DKT to the Prime Minister on the 2019 coal export plan of Vinacomin and Northeast Corporation.

Accordingly, the Ministry has reported and requested the Prime Minister to approve the 2019 coal export plan of TKV and Northeast Corporation with a total volume of 2.05 million tons.

For Vinacomin, the total exports are 2 million tons including 700,000 tons of coal and 1.3 million tons of coal-dust 1, 2, 3. For Northeast Corporation, the total exports are 50,000 tons including 30,000 tons of coal and 20, 0000 tons of coal-dust 1, 2, 3.

Regarding this issue, on April 1, Deputy Prime Minister Trinh Dinh Dung presided over a meeting on the 2019 coal export plan of Vinacomin and Northeast Corporation.

He assigned the Ministry of Industry and Trade to study and consult ministries, agencies and delegates at the meeting to complete the 2019 coal export plan which ensures economic efficiency, meets national energy security requirements, provides maximum coal for domestic consumption and exports only coal types that the country does not need.

Dung also assigned the Ministry of Industry and Trade to further review and make annual coal export plans submitted to the Prime Minister for consideration and approval.

On January 3, the Ministry of Industry and Trade issued Official Letter 15 / BCT-DKT reporting to the Prime Minister on the 2019 coal export plan of Vinacomin and Northeast Corporation.

After consulting the Ministry of Finance, Ministry of Planning and Investment, Ministry of Natural Resources and Environment, the State Capital Management Committee at Enterprises and the People's Committee of Quang Ninh Province, on March 12, the Ministry of Industry and Trade synthesized, explained and reported to the Prime Minister in Official Letter No. 1606 / BCT-DKT.

The Ministry of Industry and Trade stated the development view of Vietnam's coal industry by 2020 and prospects of 2030 approved by the Prime Minister in Decision No. 403 / QD-TTg dated March 14, 2016, which is developing the coal industry on the basis of prioritizing domestic demand; ensuring reasonable exports and imports towards gradually reducing exports and only exporting coal types that the country does not need.

The current balance of coal supply and demand results show that in 2030, Vietnam will have a surplus of coal, coal-dust 1, 2, 3 which the country does not need to use or will not use up.

This type is only available in Vietnam, suitable for high quality steel (stainless steel) refining technology of Japan and South Korea.

According to the General Department of Customs, in 2018, Vietnam imported 23.78 million tons of coal, mainly bituminous coal and subbituminous coal for electricity production and did not import coal and coal-dust 1, 2, 3.

According to the report of Vinacomin and Northeast Corporation, the import of coal in 2019 is expected to be about 8 million tons, of which anthracite coal accounts for 18%, semi-anthracite coal accounts for 39%, and the remaining is bituminous coal and subbituminous coal.

Therefore, the Ministry of Industry and Trade affirmed that the 2019 exported coal types by Vinacomin and the Northeast Corporation are in line with the Vietnamese coal industry development perspective and are not the type that Vietnam is importing.
