Deputy Minister of Health, Nguyen Thanh Long, said the ministry had reviewed and proposed the cut of business investment conditions in accordance with five principles: unnecessary business conditions; business conditions that do not affect the quality of professional services or business conditions that are described in other specialized laws or overlapping business condition in many documents causing difficulties in implementation; Non-quantitative, qualitative and sensory business conditions that are difficult to understand and ambiguous for implementation.

The business conditions must naturally be satisfied upon operation such as conditions on electricity, water, light ...; or conditions at higher level besides conditions at lower level. For example, the conditions on requiring to achieve ISO, GMP, HACCP ... but the guiding documents still stipulate conditions at lower level and last principle is transferring maximally the management form from pre-audit to post-audit.

According to the leader of the Ministry of Health, the Ministry has reviewed the business conditions on the health sector as stipulated in the six laws; 13 decrees and 7 circulars and expected to cut 1151/1680 business conditions, reaching 68.51% and cut 168/338 administrative procedures, reaching 49.70%. At present, the Ministry of Health continues to review and abolish the decrees and circulars stipulating unnecessary business investment conditions.

For the group of business conditions proposed to be abolished, as stipulated in the Laws and Ordinances, the Ministry of Health s proposes to the Government to report to the National Assembly on speeding up the consideration and amendment of such documents.

For the group of conditions in the guiding documents of the Law (including the Decree, the Prime Minister's Decision, the Circular ...): developing draft Decree in the form of a document amending many documents.

The Ministry of Health has finalized the Draft Decree on the amendment to some regulations relating to business investment conditions under the State management scope of the Ministry of Health and the Decree referring to 9 business areas including: Health examination and treatment; Pharmaceuticals, cosmetics; Food safety; Medical equipment; Traditional medicine; Preventive health care; Production of insecticidal and germicidal chemicals and preparations for household and medical use; HIV testing and and Drug Dependence Treatment by alternative medicine; IVF pregnancy; Surrogacy pregnancy and Sex reassignment.

The Draft Decree is still being published on the Government Portal and the Ministry of Health Portal for consultation.
