Recently, the Ministry of Finance (General Department of Vietnam Customs) has hosted and collaborated with representatives of specialized management in the Ministries (the Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade; and the Ministry of Defence) to review legal documents related to specialized management and specialized inspections for imported and exported goods.

By June 30, 2016, the Ministry of Finance received notices of 10 of 13 Ministries about the legal documents on specialized inspections which were amended, supplemented and replaced. However, there have been many documents which have not met the requirements of the Prime Minister's Decision 2026 / QD-TTg.

Earlier in July, the Ministry of Finance (General Department of Vietnam Customs) collaborated with some functional units of the Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Planning and Investment to review 87 legal documents on specialized management which needed to be amended and supplemented according to Decision 2026 / QD-TTg and other legal documents related to specialized management and specialized inspections.

The results showed that 73 legal documents related to specialized management and specialized inspections under the management of the above ministries needed to be amended and supplemented.

Specifically, the Ministry of Agriculture and Rural Development has the highest amount of legal documents to be amended and supplemented with 27 legal documents; the Ministry of Science and Technology with 7 legal documents; the Ministry of Industry and Trade with 11 legal documents; Ministry of Health with 9 legal documents; the Ministry of Transport with 7 legal documents; Ministry of Construction with 4 legal documents; the Ministry of Information and Communications with 2 legal documents; the Ministry of Natural Resources and Environment with 3 legal documents; the Ministry of Public Security with 1 legal document; and the Ministry of Defense with 1 legal document.

At the request of the Ministry of Finance, the deadline for the Ministries to complete the modification of their legal documents is in the fourth quarter of 2016. The Ministry of Finance will report to the Prime Minister about plans, progress and results of the operations of these Ministries.

As requested in Resolution 19/2016 / NQ-CP and Decision 2026 / QD-TTg of the Prime Minister on the comprehensive reforms of regulations on specialized management and specialized inspections for exported and imported goods, including the target "reducing the rate of imported shipments for specialized inspections in stage of clearance down from 30-35% to 15% by the end of 2016" and strive to decrease the Customs clearance time by the end of 2016 down to an average of ASEAN 4 and equivalent to an average of ASEAN 3 by 2020.
