VCN- The Minister of Finance has signed the Decision No.1544/QD-BTC on centralized procurement at ministerial level of the Ministry of Finance.

The Department of Financial Informatics and Statistics has implemented centralized procurement duties at the ministerial level of the Ministry of Finance.

The document stipulates: the category of assets, merchandise and services of centralized procurement at ministerial level of the Ministry of Finance including infrastructure communications channels and shared copyright software in the finance sector, as well as related services.

The above tasks will be performed as a centralized purchase task by the Department of Financial Informatics and Statistics based on the concurrent model.

This department has the responsibility to aggregate the demand for centralized purchase of all units and systems under the Ministry of Finance with assets, goods and services in the Centralized procurement catalog at ministerial level of the Ministry of Finance; to come up with the plan for choosing the appropriate centralized procurement contractor based on the regulation of the Law of bidding which submit to the Minister for approval; approving bidding dossiers, the chosen contractor and signing the purchase framework about centralized procurement; as well as publicizing all information about centralized procurement and reporting on the implementation of centralized purchases based on the regulation.

The Decision No.1544 also enhanced purchasing of property under centralized procurement catalog at ministerial level of the Ministry of Finance implemented according to the regulation in the Decision No. 08/2016/QD-TTg of the Prime Minister which regulated purchasing state assets in a focused manner and Circular No. 35/2016/TT-BTC guiding the purchase of state property by the centralized method.

Centralized procurement under this new list shall begin to apply from July, 2016.
