State Audit proposes solving financial problems of more than VND67 trillion in 2021

He said the State Audit in 2021 focused on auditing major fields related to State budget management, areas prone to negativity, corruption, wastefulness and problems of public concern; promoting thematic audit, operational audit and environmental audit.

The State Audit conducted 181 audits of financial reports of 19 ministries and government agencies and 52 provinces and centrally-run cities; six operational audits; 26 specialized audits; 35 audits in the field of investment projects and works; audited 24 state groups, corporations and financial and credit institutions; and 12 agencies in the field of defense and security sector and five audits of Party agencies; and audited the 2020 state budget finalization reports at the Ministry of Finance, the Ministry of Planning and Investment. Furthermore, the State Audit submitted opinions on the state budget estimate and the central budget allocation plan in 2022.

As a result, as of December 15, 2021, through auditing 154 issued audit reports, the State Audit has proposed solving financial problems of more than VND67 trillion including additional revenue of VND7,486 billion to the State budget, a reduced expenditure of VND10,221 billion and others of VND43,895 billion.

In addition, the State Audit proposed to cancel and amend 130 inappropriate legal documents. The State Audit handled the responsibility of audited units for problems and shortcomings in the management and use of public finance and properties.

Furthermore, the State Audit proactively sent the Standing Committee of the National Assembly, the Government, and the National Assembly deputies a report to assess the performance of the State budget in 2021, the state budget estimate and the central budget allocation plan in 2022 to the National Assembly.

In particular, 2021 is the first year that the State Audit has consulted with the National Assembly, the Standing Committee of the National Assembly on decision on investment policies for important projects including the construction project of the North-South expressway in the East in the 2021-2025 period.

The State Audit transferred to the Investigation Police Agency a case with signs of law violation.

Until December 15, 2021, the State Audit units handled VND40 trillion, reaching 65.2% of the proposed financial problems, which is a low rate due to the Covid-19 pandemic which has made the State Audit units fail to conduct inspection and urge units subject to audit as expected.

The report of the State Audit also said in 2021, the whole sector completed the work plan with many outstanding results such as: completing the Report on audit results in 2020 with proposals for handling of financial problem of nearly VND62 trillion; transferring five cases with criminal signs to the Investigation Police Agency; and proposing to amend, supplement or cancel or replace 205 inappropriate documents.

In 2022, the year the State Audit will inspect the first budget year of the 2021-2025 period with many major plans, programs and policies issued by the Party, National Assembly and the Government. The State Audit has set out nine tasks with eight key solutions.
