Specialized inspection of Treasury: Contributing to improving the responsibility of using the state budget

Detecting many violations through specialized inspections

Recently, strictly following the instructions and directions of the State Treasury in accordance with the assigned tasks and actual situation in each locality, the specialized inspections have always focused on hot issues that easily cause negative and corrupt phenomena, in order to prevent and detect and handle law violations, thereby proposing solutions to rectify and overcome shortcomings, loopholes in management, in issuance of mechanisms, policies and legal provisions.

Accordingly, with 294 specialized inspections in 2018 (reaching 100% of the plan), the State Treasury discovered and handled under its authority or proposed the competent authorities to handle many violations; thereby recommending economic sanctions with a state budget remittance of over VND 1.6 billion. At the same time, the State Treasury also issued 29 decisions on sanctioning administrative violations with total fines of VND 86.25 million.

According to Truong Phac Quan, Director of Inspectorate Department of the State Treasury, through specialized inspections the State Treasury has discovered many violations in the observance of law by state budget users such as: Expenditures for wrong beneficiaries, over-expenditures; using advances for the wrong purpose and making payment documents not in accordance with volume; failing to abide by the bidding law; making expenditure vouchers not in accordance with spending contents; difference between records and vouchers declared on the payment list via the State Treasury and payment records and vouchers saved at units, etc.

“The specialized inspection has helped budget users see the problems and violations in financial management, raised the sense of responsibility of the budget users in an effective manner and in line with state regulations.”

At the same time, the specialized inspection has helped senior management agencies of budget users to embrace the shortcomings and violations of subordinate units, which is a basis for strengthening inspection and settlement, and improving the quality of financial management of the budget users, contributing to enhancing rules and disciplines in the observance of law on state budget by budget users,” Mr. Truong Phac Quan shared.

Also thanks to specialized inspections, the State Treasury has promptly proposed competent authorities to amend and supplement some inappropriate legal mechanisms and policies such as: Proposing to amend the process of controlling salary expenditure; controlling expenditures according to the list within the appropriate threshold; proposing amendments and supplements to acts of sanctioning administrative violations that have arisen in the actual implementation of specialized inspection, which have not yet been specified in Government’s Decree No. 192/2013 / ND-CP dated November 21, 2013.

Notably, the results of specialized inspections of the State Treasury in recent years have also helped units in the State Treasury system to detect problems and violations in the implementation, and to propose timely solutions for shortcomings, as well amendments and supplements to mechanisms and policies in consistency with the reality. Accordingly, drawing experience in operating and developing mechanisms and guiding operations, enhancing rules and disciplines in the State Treasury system and improving the efficiency of budget management

Avoiding overlapping in inspections

In Directive No. 5696 / CT-KBNN: On strengthening inspection and examination to prevent risks in the operations of the State Treasury for specialized inspections . Director General of the State Treasury requested State Treasury units to improve the quality specialized inspections right from planning of annual specialized inspections, strengthen coordination with inspection and auditing agencies in the locality in developing plans, ensuring quality and avoiding overlapping in inspections; thoroughly direct the implementation of specialized inspections and the settlement after inspections in compliance with regulations, processes and laws. At the same time, the contents of specialized inspection of the State Treasury must comply with legal regulations; improve quality of inspection results, ensure the consistency and logic in each part of the inspection conclusion, avoiding legal risks in the implementation of specialized inspections; to sanction administrative violations in specialized inspections and pay attention to determine appropriate inspection methods to ensure the quality and efficiency.

The General Director of the State Treasury also requested the State Treasury units to strictly comply with the regulations on supervising operations of the inspectorate to prevent acts of arrogance and harassment by civil servants in the public duty performance, or acts of taking advantages of assigned positions and jobs for personal profit in the implementation of specialized inspections, affecting the reputation of the State Treasury system.

According to Mr. Truong Phac Quan, in order to fulfill the requirements of the Director General of the State Treasury, the Inspectorate Department will continue to focus on reviewing and strengthening inspectors to ensure sufficient quantity and quality; building a contingent of civil servants who are professional, qualified, mindful, well-prepared, ready to implement tasks under new regulations in the decrees and circulars, and guiding regulations on administrative procedures in the field of State Treasury related to risk management when they come into effect.

The State Treasury will also coordinate with inspection and auditing agencies in localities on the specialized inspection to build and adjust the inspection as well as avoid overlapping and duplication.

The State Treasury will continue propaganda through the mass media to state budget users for informing that the State Treasury is assigned to implement specialized inspections and sanction administrative violations in the field of State Treasury. Accordingly, sanctioning administrative violations, proposing and participating in development or proposing competent authorities to amend and supplement acts of violation, competence of sanctioning administrative violations in an appropriate way, ensuring sufficient sanctions for administrative violations in the implementation, and improving the operational efficiency and effectiveness.
