Reviewing the handling of arranged assets, headquarters of agencies and administrative units

Prime Minister Pham Minh Chinh has just signed and promulgated Official Dispatch No. 771/CĐ-TTg dated August 29, 2023, on reviewing the handling of assets and working offices of agencies and organizations in administrative units which have been arranged from 2019 to 2021 and the implementation plan for the period of 2023 - 2030.

According to the contents of the dispatch, implementing the Resolution of the Politburo and the Resolutions of the National Assembly Standing Committee, the Government has issued Resolution No. 117/NQ-CP dated July 30, 2023, on the Plan for the implementation of arranging administrative units at district and commune levels from 2023 to 2025, the Prime Minister issued the Official Dispatch No. 557/CĐ-TTg dated June 18, 2023, and the Official Dispatch No. 616/CĐ-TTg dated July 4, 2023, and organized a nationwide online conference on July 31, 2023, to implement the arrangement of administrative units at district and commune levels in the period of 2023 - 2030; and at the same time direct ministries and ministerial-level agencies to issue documents according to their competence to guide the implementation.

In implementing administrative units at district and commune levels in 2019 - 2021, there are still some limitations, difficulties and obstacles in handling assets and working offices of agencies organization. To overcome the shortcomings and limitations in the period of 2019 - 2021 and continue to arrange public offices economically and efficiently, avoiding waste from 2023 to 2030, first of all, the Prime Minister requested the Chairman of the People's Committees of the provinces and central cities to urgently direct the review, list and assessment of the current status and use of public offices in administrative units (including the units that were arranged from 2019 to 2021 but so far has not been arranged, effectively used and the units are expected to arrange from 2023 to 2030).

Timely review, adjust and update master plans and plans on land use to serve the rearrangement and handling of headquarters; directing agencies, organizations and units under direct management to urgently develop a plan for arrangement, handling and report to the Prime Minister on the implementation of the arrangement and handling Plan before September 30, 2023.

At the same time, balance and allocate budget sources to invest in repairing, renovating and upgrading working offices that can be continued for the operation of administrative units formed after the arrangement following regulations of law and local conditions.

The Prime Minister also requested the Ministry of Finance, the Ministry of Justice, the Vietnam Social Insurance and other central ministries and agencies with their offices and vertical units located in district-level, commune-level administrative units to arrange from 2019 to 2021, there is no need to use it, and urgently transfer the headquarters and housing to the People's Committees of the provinces and central cities for arrangement, management and effective use; avoid waste, negativity, corruption; closely coordinate with localities to proactively develop plans for the allocation and arrangement of public offices in administrative units in the period of 2023 - 2030.

The Prime Minister also requested the Minister of Finance, based on actual requirements, to study and propose to develop a Decree to replace Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP and relevant legal documents to facilitate the handling of property, the headquarters of agencies and organizations in the administrative units to arrange.

Expeditiously guide according to their competence the handling of property and headquarters of agencies and organizations at district and communal administrative units, ensuring compliance with law provisions and simplifying administrative procedures, shortening implementation time, avoiding causing waste, loss, corruption, negativity or damage to property, headquarters.

Thereby, quickly overcome the situation that the headquarters of agencies and organizations in some localities, after arranging administrative units, still have to maintain 2-3 working offices; there are even places where several headquarters are vacant, and the locality does not have funds for maintenance, repair and protection, leading to deterioration, damage, loss and wastefulness of the headquarters; The organization of liquidation and auction of several public offices and surplus public assets after the arrangement still faces many difficulties. The Ministry of Finance gathers, reports, evaluates the results of guidance and organizes the implementation for the Prime Minister in October 2023.

The Minister of Home Affairs, the Minister of Finance, and the Presidents of the People's Committees of the provinces and central cities shall, according to their functions, tasks and powers, assume the prime responsibility for and guide the arrangement and allocate redundant headquarters under authority; The Ministry of Home Affairs shall preside over, and promptly summarize problems and inadequacies when arranging administrative units, including the arrangement of public headquarters of agencies and organizations to report to the Prime Minister for consideration before September 30, 2023.
