Proposal to reduce the collection rates of 36 fees and charges in 2024

In order to continue to remove difficulties for production and business activities, the Ministry of Finance is developing a draft Circular stipulating the collection rates of some fees and charges in 2024. Accordingly, some fees and charges are proposed 50% reduction including: fees for licensing the establishment and operation of banks; fees for licensing the establishment and operation of banking credit institutions; fees for issuance of certificates of construction capacity for organizations and construction practice certificates for individuals; construction investment project appraisal fees; construction design appraisal fee (construction design appraisal fee implemented after the basic design); construction estimate appraisal fees; Fees for appraisal and issuance of international travel service business licenses; domestic travel service business license.

In addition, this reduction is also proposed to apply to the assessment fee for granting tour guide cards; licensing fees for importing non-commercial publications; registration fees for importing publications for business; fees for appraisal of trading in goods and services restricted from trading in the commercial field; fees for appraisal of conditional business goods and services in the field of commerce with subjects being organizations, enterprises...

In addition, fees and charges are proposed to reduce by 30% in the following areas: appraisal of business conditions in technical inspection of labor safety; occupational safety and hygiene training; medical fees…

According to the draft circular, the fields include: appraisal fees for licensing business of civil cryptographic products and services; certificate of conformity for civil cryptographic products; legal management license fees; fees for licensing to manage weapons, explosives, and support tools; fees for issuing passports and travel permits; exit permit, AB stamp; plant paper protection fees... are proposed to reduce by 20%.

Some areas include: fees in food safety work; conditional business appraisal fees in the fisheries sector; airport entry and exit fees for foreign flights to Vietnamese airports; customs fees for foreign flights to Vietnamese airports; Fees for transferring the right to operate airports, airfields... are proposed to reduce by 10%.

From January 1, 2025 onwards, the collection rates of these fees and charges will comply with the provisions of the original circulars and amended, supplemented or replaced circulars (if any).

The Ministry of Finance said that implementing Resolution No. 44/NQ-CP dated April 5, 2024 of the Government, the Ministry of Finance issued Official Dispatch 4646/BTC-CST dated May 6, 2024 to report to the Prime Minister on the promulgation of a circular regulating the collection rates of some fees and charges in order to continue to remove difficulties and support production and business activities with simplified procedures.

In this official dispatch, the Ministry of Finance reported to the Prime Minister to allow continuous reduction of 36 fees and charges in 2024, applying from July 1, 2024 to December 31, 2024. On May 21, 2024, the Government Office issued an official dispatch announcing the opinion of Deputy Prime Minister Le Minh Khai agreeing with this proposal.
