Procedures for granting ASEAN international road transport permit

The Decree provides the procedures for granting, re-granting and revoking the international road transport permit, the intermodal transportation permit for transport and vehicle operators; extends the circulation time for foreign vehicles carrying people and goods between Vietnam and other countries under regulations of international treaties on cross border transport acceded by Vietnam.
The decree stipulates the procedures for granting and re-granting the ASEAN international road transport permit. The transport operator is required to submit an application for granting and re-granting the permit to the licensing authority direct, online and postal service methods.
The competent authority will issue the ASEAN international road transport permit within two working days from the date of submitting the application. The licensing authority will notify the reason for rejecting the permit in a written document or via online public service system.
The granting of the permit will be performed at the headquarters of the licensing authority or via online or portal methods.
The licensing authority will revoke the ASEAN international road transport permit if the transport operator violates one of following cases: operating transport line inconsistent with the ASEAN international road transport permit; the permit for transport business by car revoked by the licensing authority; the specialized management agency proposing for revoking the permit for violations related to import and export activities; or transport operators stopping business operation.
The decree also stipulates the procedures for procedures for granting, re-granting and revoking the GMS Road Transport Permit, the international road transport permit between Vietnam and China, and the international road transport permit and the intermodal transportation between Vietnam and Laos.
