Potentials for labor export market in 2018

VCN - In 2017, Vietnam has sent more than 134,000 laborers to work abroad, exceeding 28.3% compared with the year plan and up 6.7% compared to the total number of laborers working abroad in 2016. According to many enterprises, along with many promotional activities and many supporting policies, in 2018, many new markets with good conditions and high income will be further expanded for Vietnamese laborers.

Many new markets

In 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) has set a target of 110,000 laborers to work abroad and maintain some traditional markets in countries such as South Korea, Japan and Taiwan (China). In 2018, the MOLISA will continue to study and negotiate to reach an agreement on labor cooperation with some new markets such as Israel, Kuwait, Romania and Bulgaria. Recently, a Memorandum of understanding on labor cooperation and the agreement on sending and receiving laborers between the Governments of Vietnam and Thailand have been signed. Accordingly, Vietnamese laborers who work in Thailand do not have to pay brokerage fees. The money will be paid by the Thailand employers to the Thailand brokerage firms. The Thailand market is also an opening offering many opportunities for Vietnamese laborers.

Evaluating some new markets this year, Mr.Tran Chien Thang, Marketing Manager of International Labor Supply Joint Stock Company said that this year, the company will focus on exploiting the Bulgarian market. In 2017, the company has connected and learned about the needs of enterprises in Bulgaria and found that the enterprises there have high demand for labor in technical fields such as machine operators, mechanics, welders, industrial tailors. The basic salary for technically trained laborers is from US$ 500 per month, if working overtime, the salary for laborers will be US$ 700-800 per month. "Although the salary in the Bulgarian market is not high, the demand of this market is quite high and the recruitment requirements are not high. In the first few months of 2018, we have received a number of orders from Bulgarian enterprises, although the number was only a few dozen, we have a lot of expectations for this new market," Thang said.

In addition to the Bulgarian market, the Romanian market is also considered as a potential market for Vietnamese laborers. Mr. Nguyen Hai Vui, Director of Viettrains Human Resources Development Company said that Romania is in great demand for foreign laborers working in the construction, carpentry, and industrial garment and housework sectors. These are common jobs so they do not require degrees, which is very suitable for Vietnamese laborers.

Focusing on training

Notably, the MOLISA also sets a target that from now to 2020, between 100,000 to 120,000 laborers will be sent to work abroad, of which 80% of them will be trained.

According to the Deputy Minister Doan Mau Diep, many companies operating in labor supply for work abroad under contract, have been gradually seeking and developing foreign labor markets, investing in developing labor resources and training foreign language and skills for laborers before leaving the country, as well as behavior and labor disciplines, and law compliance when working abroad. Typical is the sending of laborers to practice the skill of nursing in Japan. Companies have also focused on investing more in improving the quality of staff in charge of labor export.

The training and improvement of skills of laborers before export are considered as the strength of the labor export companies in the competition for orders.

In particular, according to Nguyen Hai Vui, the Law on Vietnamese Guest Workers will be amended in the direction of allowing the development of labor sources to prepare for the contracts, because the current regulations on labor recruitment may cause enterprises to miss the contracts due to the lack of available labor sources for recruitment units, which is a new point in the supporting policy to help the companies gain more orders.

Many companies have failed to gain orders or been passive for orders due to failing to meet their requirements. Therefore, recruitment of skilled laborers is always a difficult problem for labor export companies. And in the current context, vocational training for laborers to work abroad is an indispensable trend for sustainable labor export," Mr. Vui noted.
