On May 8, Prime Minister Nguyen Xuan Phuc chaired a debate on the second working day of the seventh plenary session of the 12th-tenure Party Central Committee, which debated a project on building a contingent of cadres at all levels, especially strategic level, with sufficient virtue, capacity and prestige on a par with their assigned tasks.

Party Central Committee (PCC) members reached a high consensus on the need to issue a new resolution on personnel work and underscored the necessity of enhancing the personnel work as well as the development of officials at all levels, especially at strategic level to match their assigned tasks.

They agreed upon viewpoints, ideas, targets and major solutions for dealing with existing issues, thereby promoting stronger performance in personnel work and pointed out shortcomings as well as reasons behind the weakness.

The participants dilated on virtue and capacity of officials, the finalization of the power control mechanism, anti-bribery for job titles, the policy of appointing non-local personnel as secretaries of provincial and district-level Party committees, as well as the training of and using of young officials.

The members also consented to the target of raising the ratio of young, female and ethnic minority officials among key leaders at all levels.

They were also in agreement to issue a new resolution on personnel work with a focus on increasing the evaluating effectiveness of officials.

The same day, they discussed in groups on a scheme regarding salary reform for officials, civil servants, public employees, armed forces, and workers in enterprises.

In his remarks, Party General Secretary Nguyen Phu Trong urged the Party Central Committee to uphold their responsibility and study thoroughly submitted reports and projects for approval at the end of the session.
