Speaking at the opening ceremony, the Director General of the General Department of Taxation Cao Anh Tuan said that emulation movements are paid attention to by Party committees and leaders of tax authorities and combined with performance of political missions.
During the innovation period, the emulation movements have been increasingly focused on by the tax sector. Through emulation movements, there are many excellent individuals, promptly encouraging tax officers to raise their responsibility and creativity in performance and preventing corruption and making efforts to serve the people and businesses.
Achievements of Tax sector in recent five years have been recognized by the Party and State, 3,901excellent units and 13,941 excellent individuals who have been commended and awarded.
Reporting the results of emulation movements for 2015-2020, Deputy Director General of Taxation Phi Van Tuan said that over the years, the tax sector has launched many emulation movements combined with common goals and target of each tax administration field to successfully accomplish assigned annual political tasks. The General Department of Taxation has launched more than 10 regular and thematic emulation movements. Particularly, from 2015 to 2020, the General Department of Taxation launched and deployed more than 50 emulation movements inthe sector.
The first thing to be mentioned is the emulation movement striving to exceed the monthly, quarterly and annual State budget revenue estimates. Annually, this movement is deployed with specific goals and effective solutions and initiatives, making an important contribution to the achievements of the tax sector which exceed the annual budget revenue estimate, the following year’s revenue is higher than the previous year, ensuring balance of revenue and expenditure, national financial security and investment in socio-economic development.
According to the General Department of Taxation, for 2015-2020, it has completed and exceeded the State revenue estimate. The tax sector’s revenue for 2015-2019 increased to VND 2,168,086 billion compared to the period 2010-2014. After many years, 63 of 63 tax departments have exceeded the assigned estimate.
In addition, the tax sector regularly focuses on promoting the emulation movement to implement goals of tax reform and modernisationaccording to the strategy of tax system reform for 2015 -2020 approved by the Prime Minister in Decision 732/QD-TTg dated May 17, 2011.
For 2016-2020, the General Department of Taxation drafted and submitted to the competent authorities to issue dozens of decrees, circulars, decisions andhundreds of dispatches on amendments and supplements to tax laws and policies. Aparticularhighlight is the Law on Tax Administration No. 38/2019/QH14 approved by the 14th National Assembly on June 13, 2019, and taking effect from July 1, 2020.
The tax sector has launched many other emulation movements like the emulation movement to build and implement measures to reform tax administrative procedures; the emulation movement to apply information technology effectively in tax administration; the emulation movement to publicise tax policies and laws; the emulation movement to exploit revenue sources and combat tax loss; the emulation movement to build reduce tax debt; the emulation movement to arranged and improve organisational apparatus; the emulation movement to develop and expand initiatives and improve efficiency in the whole sector; and the emulation movement for thrift practice and waste combat; culture, culture and sport.
Continuingto innovate the emulation and commendation movement
According to the General Department of Taxation, the emulation and commendation movement have focused on successfully implementing the goal of Tax System Reform Strategy for 2021-2025, which is “building a comprehensive, unified, transparent, effective tax policy system according to the socialist-oriented market economy institution;a reasonable level of encouragement to facilitate promotion of domestic production, which is an effective macro management tool of the Party and State. Building an effective and efficient Vietnamese tax sector; the management of fees and charges is unified, transparent, and simple based on three basic foundations: transparent policy institutions, simple tax administrative procedures in line with international practices; quality and integrity human resources; applying modern information technology, which is linked, integrated, and automated.”
To successfully implement the emulation and commendation orientation of the tax sector for 2021 to 2025, the entire tax sector will continue to follow the directives of the Politburo, the Party Central Committee, the Prime Minister and the Ministry of Finance on innovating the emulation and commendation and guiding the Law on Emulation and Commendation, creating a deeper change in the awareness and action among tax officers. Renovating the emulation and commendation, expanding the subjects and forms of commendation in the tax sector and beyondthe tax sector.
The General Department of Taxation will closely follow annual and five-year political tasks andregularly launch emulation movements across the sector with the aim of specific emulation, emulation slogans and emulation content.
The leader of the General Department of Taxation will continue to promote the solidarity tradition; maintain discipline, comply with policies and laws of the Party and the State; exemplify thrift practice, prevent waste and combat corruption, well implement the democratic regulations, build, preserve and develop Party organisations and unions; to build a strong and developed tax sector.
The General Department of Taxation calls on all tax officials nationwide to promote the tradition of successfully completing the budget collection task in the past five years, actively implement emulation and thrift practice, strive to successfully complete the tax modernisation programme, especially, the tax mission in 2020 and the 5-year plan 2020-2025, positively contributing to the successful implementation of the five-year socio-economic goals (2020 - 2025).
