More than 45.4 million bank accounts received by Tax agency

Complete data transmission with banks

According to the Law on Tax Administration 38/2019/QH14 and Decree 126/2020/ND-CP, commercial banks must provide payment account information of each taxpayer to tax authorities including the account holder's name, account number according to the tax code issued by the tax authority, date of account opening and date of account closing.

According to the direction of the Ministry of Finance and the State Bank, the implementation of coordination in information sharing is implemented in two phases.

Accordingly, phase 1 from June 2021 to March 2022 includes five banks, namely the Bank for Investment and Development of Vietnam (BIDV), Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), Joint Stock Commercial Bank for Industry and Trade of Vietnam (Vietinbank), Bank for Agriculture and Rural Development of Vietnam (Agribank) and Military Bank (MB).

For implementation, the General Department of Taxation has surveyed all banks listed by the State Bank; and sent an official dispatch to 93 banks to survey the number of payment accounts and the ability to respond to information according to the instructions of the General Department of Taxation.

After the implementation period, the General Department of Taxation has provided data on tax code and account information of taxpayers who have registered declarations with tax authorities to five banks. Banks have built software to receive information on tax codes, taxpayers' document numbers and export of payment account numbers according to the format provided by the General Department of Taxation.

In addition, banks have completed the first data transmission and have actively coordinated with the General Department of Taxation to build an automatic application to provide periodic data. Banks have actively participated in testing, received and analyzed documents and data standards provided by the General Department of Taxation to report problems to complete processes and data standards.

According to the General Department of Taxation, from June 2021 to March 2022, the General Department of Taxation has successfully received over 45.4 million accounts, including 2.5 million accounts from organizations (enterprises, other organizations and business individuals) and approximately 43 million personal accounts, provided by the five banks.

According to Mr. Dao Ngoc Son, Deputy Director of Tax Declaration and Accounting Department (General Department of Taxation), the coordination in information sharing between banks and tax authorities will help taxpayers not have to register and declare tax with the General Department of Taxation. As for banks, this will help them review information about accounts of organizations and businesses, thereby banks will conduct cross-management and checks on the system.

According to Mr. Son's assessment, the pilot implementation at the five commercial banks has been completed and the provided information is always secure. Based on the results of phase 1, it is expected that in April 2022, the General Department of Taxation will send an official dispatch on information sharing to the remaining commercial banks and foreign bank branches.

Ensure safety and security

Regarding security, according to the representative of the General Department of Taxation, the unit has promptly deployed information technology solutions to support banks to have many options in transmitting and receiving payment account information and meeting data standards.

Moreover, the General Department of Taxation has implemented security measures to ensure the safety of taxpayer information in accordance with the provisions of the Tax Administration Law, the Law on Cyber ​​Information Security, etc. this is the first time the General Department of Taxation has solutions to encrypt and save payment account number information received from the bank.

On the other hand, regarding the use of information on payment accounts of taxpayers opened at banks, the General Department of Taxation has issued Official Letter 3480/TCT-KK dated September 14, 2021 to receive and ensure the security of payment account codes of taxpayers by electronic means and send them to local tax departments. Accordingly, the responsibility of information security of taxpayers' payment accounts is clarified when searching and exploiting data for tax administration.
