Ministry of Finance summarizes reports on public debt

According to the Draft, the Ministry shall summarize and make reports on public debt, including the report on the Government’s external borrowing and repayment; the report on the Government’s internal borrowing and repayment; the report on the Government guaranteed external borrowing and repayment; the report on Sub-national government’s borrowing and repayment; and the report on public borrowing and repayment.
People's Committees of provinces and centrally-run cities shall summarize and make a report on the Sub-national government debt; report on the borrowing and repayment of the provinces and centrally-run cities; report on the borrowing and repayment of loans from the Government’s external loans.
Re-lending agencies are in charge of making and submitting the reports on the loans for re-lending under the prescribed forms to the Ministry of Finance.
The State bank of Vietnam is in charge of summarizing and submitting the reports on external loans of enterprises.
For the publicity for information on public debt and national external debt, the draft circular suggests that the Ministry of Finance shall publicize information on public debt and national external debt, including indicators on public and national external debts; Government’s borrowing and repayment; Government guaranteed debt and repayment; Sub-national government’s internal debt and repayment.
Provincial People's Committees shall publicize information on the Sub-national government’s borrowing and repayment including contents: Vietnam Development Bank loans, State budget advances; issuance of provincial bonds; re-lending of Government’s external loans and other Sub-national government’s loans.

For quarterly reports, units shall make and send reports to the Ministry of Finance within 30 days from the end date of that quarter. For the report on the performance in the first half of the year, units shall submit these reports to the Ministry of Finance before 31st July every year. For the report on annual performance, units shall send written reports to the Ministry of Finance before 15th February of the following year.
The Ministry of Finance summarize reports on public debts to report to the Government to submit to the National Assembly and agencies under the National Assembly, and relevant agencies in accordance with provisions of the Law on Public debt management.
