In the document, the Ministry of Finance requests the heads of the estimation units under the Ministry of Finance to continue to direct and organize the estimation and allocation of estimates and approve and appraise annual settlement according to regulations.
Accordingly, the estimation and allocation of annual estimates must be close to the objectives, orientations and requirements of the 3-year state budget plan, the medium-term public investment plan and in accordance with policies, regimes and spending norms prescribed by the State and the Ministry of Finance; ensure the right time, contents, beneficiaries and spending areas as prescribed. Based on the decision of the Ministry of Finance on budgetary allocation the allocation of annual estimates to the estimation subordinate units must ensure the right time, contents, beneficiaries and spending areas as described.
In addition, the implementation of annual estimates must be within the assigned estimates, in line with the spending contents and the approved list of estimates, to thoroughly save recurrent expenditures and expenditures for management apparatus.
The organization of overseas business trips must comply with the Ministry of Finance's directive on improving the management and practice thrift. The Ministry of Finance requests the units under the Ministry to be thrifty in using stationery; allocate fund and organize the procurement of assets and equipment in compliance with regulations, standards, norms, thrift practice and anti-wastefulness; continue to promote the implementation of fixed costs for public car use. At the same time, it is strictly forbidden to make expenditures beyond the estimates and not in accordance with regulations to advance for non-prescribed jobs and contents.
