Accordingly, the Ministry of Finance will continue to rigorously carry out the task of cutting and simplifying business investment conditions under the Government’s directions. Technical regulations will be reviewed and revised. Guidelines for compliance with business provisions within the scope of responsibilities and powers will be developed, ensuring ease of understanding and compliance.

The Ministry of Finance shall chair and urge the ministries and sectors to fully implement the development of the National Single Window and ASEAN Single Window and Trade Facilitation, and report to the Prime Minister on the progress and necessary solutions to realize this task every six months. The National Steering Committee on ASEAN Single Window, National Single Window and Trade Facilitation instructs relevant ministries to develop an action plan to improve the Logistics Performance Index of the World Bank and the Trade Facilitation Index of the Organization for Economic Co-operation and Development.

The Ministry of Finance shall apply electronic invoices in accordance with the Government's Decree at the toll plazas of BOT projects in accordance with the roadmap, carry out the electronic connection between the toll plazas and the tax offices according to the Ministry of Finance's roadmap; share information to the Ministry of Transport for the necessity to negotiate with investors and as a basis for the study of new projects.

In addition, enhancing and auditing duty performance, promptly rectifying and handling units and individuals who commit acts of harassment and cause trouble for enterprises. Officials and civil servants shall be trained on legal provisions on prevention of corruption, complaints and denunciations, and the State's policies and laws on duty performance.

Decision No. 2451 / QD-BTC clearly states that the proposals, recommendations, complaints, and denunciations of enterprises and citizens must be promptly resolved and in accordance with the law provisions. Heads of units at all levels must spend time to meet citizens according to regulations and effectively deal with complaints and denunciations under their jurisdiction.

Moreover, the Ministry of Finance continues to reduce and simplify reporting regimes as required by the Prime Minister's Decision No. 559 / QD-TTg of April 24, 2017, to cut down on costs for enterprises. Accelerating administrative procedure reform, strengthening the IT applications, publicizing State management activities; boosting the development of Public Service Portal and National Single Window system at ministerial level and provincial level to receive and handle administrative procedures and provide online public services under the jurisdiction.

Ministries, sectors and localities shall organize the implementation of the Law on Support for Small- and Medium-sized Enterprises and its guiding documents to assist enterprises in accessing resources, contributing to reducing production and business costs.

To implement the above-mentioned tasks, Decision 2451 / QD-BTC emphasizes that the heads of units under the Ministry of Finance, based on the contents of Resolution No. 139 / NQ-CP and this Decision, concentrate on directing units to effectively implement tasks and solutions and take responsibility under the Minister for performing assigned functions and tasks.
