Minister of Planning and Investment Nguyen Chi Dung: “a huge volume of work completed”

To 2017, MPI must inspire aspirations to reach high level and large scales, turn the aspirations into goals and motivation for devotion, creativity and development. MPI must be a Ministry of action and intelligence”. The Minister of Planning and Investment Nguyen Chi Dung confirmed this in talking with a Customs reporter on performance results and orientations of Planning and Investment.

Please tell us about the outstanding difficulties that Planning and Investment faced during the past years, Minister?

In 2016, our country’s economy faced many great difficulties and challenges. The economic growth and global trade were lower than the estimates, the price of crude oil and price of essential goods were at low level, the situation in East Sea has been complicated; climate change took place quickly, extraordinarily and seriously: natural disasters, floods, salinization occurred continuously throughout the year; and serious consequences of environmental pollution in the Central coast. Meanwhile the quality of economic growth has not improved, the productivityof social labor was low and competitiveness was weak, causing the loss of advantages of our country in the context of further integration with the region and the world.

The difficulties of the economy were the challenges that the MPI must face to implement the general advisory function and important strategy for the Government. Even though, Planning and Investment made many efforts to study and submit to the Government, and deploy a series of measures and policies, operating plans and contributedsignificantly to the implementation of the objectives and tasks of socio-economic development in 2016.

What are the outstanding achievements of Planning and Investment in 2016, contributing to the general development of the economy, Sir?

It must be said that in 2016, MPIcompleted a huge volume of work under great time pressure. There were many achievements but the most outstanding results were:

Aboutthe improvement of institutional and legislation, MPIfocused on completing theScheme“Some great policies to continue to renovate the growth model and improve growth quality, labor productivity and competitiveness of the economy"; and finishing the Plan "Economic restructuring for 2016-2020" and reporting to the Government to submit to the Central Executive Committee and the National Assembly to promulgate Resolutions. The Ministry also completed 3 important draft laws which are: theLaw on Planning, Law on Planning Law, the Law on SMEs support and the Law amending and supplementing Article 6 and Annex 4 of the Law on Investment on the list of conditional, in which one law was approved by the National Assembly.

About further improvement of the business and investment environment, the Ministry advised and proposed the Government to issue two important Resolutions which are Resolution 19 and Resolution 35. Thereby, the operations of enterprises have prospered, reached the highest record ever in the number of newly registered enterprises and disbursements of foreign investment (FDI).

About the improvement of the efficiency in using public investment, MPIadvised and submitted to the Government to issue Resolution No. 60, thereby accelerating the disbursement of public investment in the last 6 months of 2016, contributing to reach 6.21% economic growth which is a reasonable and positive growth rate in thedifficult economic context.

Besides, the planning, coordination, macroeconomic operation, forecasting and information announcement forthe macroeconomic operation also achieved positive results.

In 2016, the Government upheld the tectonic spirit, companionship and creating motivation for businesses.In respect of MPI, what did the Ministry do to show clearly this spirit and what were the achieved results, Sir?

The tectonic spirit of the Prime Minister has inspired the desires for tectonics and development of MPI. With over 70 years of proud history of the sector together with the growth and development of the unit, the strategic advisory position and role have been continuously improved. MPI did and will always be the first in the tectonic and development process of the country. The two words “Planning and Investment” always appear in decisions, directions and operations of the Government and the Prime Minister on socio-economic development.

Being imbued with the tradition of the Planning and Investment, the tradition of bravery, intelligence, innovation and solidarity, MPI will attempt and try its best to maximize intellectual investment, maintain the flame of innovation, master opportunities, and perform the tasks quickly and accurately, promptly, thoroughly and seriously implement Central Resolution 4 (XII), practice and promote morality in public service; renovate thinking, pass themselves in all fields; building the pure heart, determined action and professional performance for the quality of strategic consultancy, for the important position, role and reputation of MPI; and follow the aspiration towards the prosperity of the country.

How does MPI set out the target for the whole sector’s development in 2017 and what are measures to reach the target, Minister?

The theme of 2017 is "Strengthening disciplines and upholding the responsibility and creativity competition, and rapid and sustainable development". MPI will be the first in the emulationprogram in innovation and creativity that the first are innovating the thinking, passing them, improving advisory quality, perfecting institutions and improving the business and investment environment.

2017 is forecast to continue to face difficulties and challenges, especially in the international context where there have many changes. The first tasks of 2017 will be carrying out comprehensively the tasks of Government Resolution 01/ 2017, striving to complete the targets and missions set for not only for MPI but also for the whole country.
