Minister of Finance requests to strengthen inspection and supervision of public service activities

Organizing regular inspection, examination and supervision

The issuance of the Directive is to realize Directive 26/CT-TTg dated October 20, 2023 of the Prime Minister on rectifying and strengthening inspection, examination and supervision of public service activities.

Accordingly, the Minister of Finance requested the heads of affiliated and subordinate units to effectively implement the Government's resolutions and the Prime Minister's directions, especially Official Telegram No. 280/CD- TTg dated April 19, 2023 on rectifying and strengthening responsibility in handling the work of ministries, central and local authorities; Official dispatch No. 968/CD-TTg dated October 16, 2023 on further rectifying and strengthening discipline in state administrative agencies at all levels.

At the same time, continuing to implement the resolutions of the Party Committee of the Ministry of Finance and the direction of the Minister of Finance, such as: Resolution No. 06-NQ/BCSĐ dated March 1, 2023 of the Ministry of Finance’s Party Committee on further strengthening administrative discipline in performing public duties; rotation, transfer and change of work positions; controlling the power and responsibility of the leader in personnel management, and the responsibility to set an example; combating position and power manipulation and preventing corruption of civil servants and employees of the Ministry of Finance.

Continuing to implement Directive No. 04/CT-BTC dated June 3, 2020 of the Minister of Finance on further strengthening administrative discipline for civil servants and public employees; Directive No. 01/CT-BTC dated March 1, 2023 of the Ministry of Finance on further strengthening administrative discipline in performing public duties; rotation, transfer and change of work positions; controlling the power and responsibility of the leader in personnel management, and the responsibility to set an example; combating position and power manipulation and preventing corruption of civil servants and employees of the Ministry of Finance.

Minister Ho Duc Phoc requires heads of affiliated and subordinate units to organize regular inspections, examinations, and supervision of the performance of assigned tasks and powers of agencies, organizations, and individuals under their management, especially the tasks and powers related to handling administrative works and procedures for people and businesses and the implementation of ethical standards, codes of conduct, internal rules and working regulations of their agencies and units.

During the process of inspection and supervision, if violations are detected, the head may apply or propose competent state agencies to apply measures to prevent, rectify and solve acts that violate the law and violate public ethics.

In case of necessity, the head may request the competent authority to conduct an inspection; If there are signs of crime, the head may request competent authorities to clarify and strictly handle the case.

Handling violations of the law in the performance of public duties in a timely fashion

Also in the Directive, Minister of Finance Ho Duc Phoc assigned the Office of the Ministry of Finance to preside over and coordinate with press agencies under the Ministry, general departments and related agencies to enhance dissemination of public service activities and results of inspection, examination and supervision of public service activities.

In particular, the dissemination should pay attention to praising advanced examples with achievements in public service activities, individuals who dare to think, dare to do, and have breakthroughs, contributing to improving the efficiency of socio-economic development; and comment, and criticize individuals who are irresponsible, cause obstacles, difficulties, and troubles for people and businesses, or commit to acts of law violations, corruptions and negativity.

The leader of the Ministry of Finance assigned the Ministry’s Inspectorate, Heads of agencies assigned to perform specialized inspection functions under the Ministry of Finance, to thoroughly strictly direct inspection of assigned areas in accordance with the provisions of the Law on Inspection 2022, Decree No. 43/2023/ND-CP detailing a number of articles and guiding the implementation of the Law on Inspection. When making an annual inspection and examination plan, there must be content of inspection and examination of public service activities.

The Inspectorate is requested to preside over and coordinate with units under the Ministry to carry out inspection of public service activities according to the law on inspection.

Heads of departments and agencies under the Ministry are required to strengthen management and direct inspection and supervision of public service activities in their units.

Heads of General Departments under the Ministry are requested to strengthen management and direction for inspection, examination and supervision of public service activities of units under the General Department; strengthen post-inspection handling, monitor, urge and check the implementation of inspection conclusions.

Through inspection, examination and supervision, Heads of units under the Ministry promptly handle and propose competent authorities to handle responsibilities for agencies, organizations, units and officials, civil servants and public employees violating the law in the performance of public duties.

The Minister requests the Department of Personnel and Organization of the Ministry of Finance to review procedures and regulations in personnel organization to ensure consistency and compliance with regulations of the Party and State and the Ministry of Finance; and strengthen direction to carry out inspection and self-inspection of the implementation of regulations of the Party, State and Ministry of Finance on personnel organization, emulation, reward and disciplinary action at units under the Ministry.
