Minister of Finance directs to speed up mobilization and rotation of cadres

VCN - In Directive No. 02/CT-BTC on promoting the rotation, mobilization, and change of working positions of civil servants and public employees of the Ministry of Finance, which has just been issued by the Ministry of Finance, the Minister of Finance requested that the implementation of rotation, mobilization and periodic change of working positions are mandatory and regular regulations. Prevention and suppression of negativity and group interests; restriction of local thinking

As a general rule, in the Directive, the Minister of Finance requested the Party committees and collective leaders of units under the Ministry to continue to disseminate and thoroughly understand each civil servant and public employee under the management of the regulations of the Party, the State and the Ministry of Finance on the rotation, transfer, and change of working positions, creating a high unity of awareness and ideology for all civil servants and public employees in the Finance sector and ensuring uniform and synchronous implementation throughout the Industry.

At the same time, the Minister requested that the rotation, transfer, and change of working positions must ensure the principles, purposes, and objects. Accordingly, the implementation of rotation, mobilization, and periodical change of working positions is a mandatory, regular regulation and must be based on the regulations of the Party, the State, and the Ministry of Finance.

Units actively innovate, develop plans, and implement plans for rotation and change of working positions, ensuring the principles of democracy, publicity, transparency, fairness, science, rationality, and promotion of responsibilities and powers of the unit heads.

The rotation must be based on work requirements, and job positions, in accordance with the qualifications and capacity of civil servants and public employees and training and retraining objectives; ensure the stability, inheritance, and development of the contingent of civil servants and public employees, and at the same time improve the quality and operational efficiency of agencies and units.

Along with that, civil servants and public employees who are rotated, transferred, and periodically changed working positions must ensure that they are eligible, the right subjects according to regulations, and must strictly abide by the decision on transfer and rotation and periodic change of working positions from competent authorities.

The directive also clearly states the purpose of cadre rotation, whereby, rotation, transfer, and change of working positions towards the purpose of creating conditions for practicing, challenging, training, and fostering civil servants and public employees, creating a source of public servants and public employees in the immediate and long term for the Industry; increase the initiative and efficiency in the management and use of civil servants and public employees, build a reasonable structure of the contingent of civil servants and public employees; strengthen the capacity of units with staffing difficulties; arrange and consolidate the organization and apparatus.

The rotation of cadres also aims to meet the requirements of the unit's tasks and the general requirements of the whole Sector; prevent and suppress negativity, corruption, group interests, family relations; limit the partial, closed-mindedness, satisfaction and stagnation of a part of leading civil servants and officials.

Regarding the subjects, the Directive specifies the objects of rotation, transfer, and change of working positions, including leading and managerial civil servants in the planning of higher titles of agencies and organizations; civil servants and public employees subject to transfer and change of working positions as prescribed in Decision No. 2028/QD-BTC; leading and managerial civil servants holding leadership positions at Departmental levels under ministerial agencies, leaders of General Departments, leaders of Departments under General Departments who have held leadership positions for more than 02 terms (08 years); civil servants holding leadership and management positions, but according to regulations, local people are not allowed.

Strictly handling cases of non-compliance with decisions on transfer and rotation

The Minister of Finance also requested to promote and strictly and effectively implement the rotation, transfer, and change of working positions for civil servants and public employees in the units, ensuring the right scope, regulations, and procedures.

In which, for the work of rotation, the rotation is carried out within the scope from one Department to another Department under the Ministry's agency; from the Department under the Ministry to the Department under the General Department and vice versa; from one Department to another Department under the General Department; from the Department under the General Department agency to the local Department and vice versa; from a Department under one General Department to a Department under another General Department; from one local Department to another with the same General Department or different from the General Department.

Regarding mobilization, the scope of implementation is from one Department to another Department under a Ministry agency; from the Department under the Ministry to the Department under the General Department and vice versa; from one Department to another Department under the General Department; from the Department under the General Department agency to the local Department and vice versa; from a Department under one General Department to a Department under another General Department; from one local Department to another with the same General Department or different from the General Department.

Along with that, the change of working position is carried out within the unit or outside the unit. The process and procedures for the implementation of the above contents shall comply with the provisions of the Party and Government's documents, Decision No. 2626/QD-BTC and Decision No. 283/QD-BTC.

According to the Directive, the authority to decide on the rotation, transfer, and change of working positions is carried out in accordance with regulations on the decentralization of cadres and civil servants of the Party Personnel Committee and the Minister of Finance.

Party committees and heads of units under the Ministry of Finance are responsible for formulating plans for rotation and change of working positions for each period and annually to report to competent authorities for approval or approval under authority; organize the implementation of the plan and report on the results of the rotation, transfer, and change of working positions of the previous year.

Specifically, for 2023, complete the plan of rotation and transfer of leaders of the Department or higher, and submit it to competent authorities for consideration and approval before September 30, 2023; organize the implementation and report to the Ministry (through the Department of Organization and Personnel) the results of the implementation before December 31, 2023. For the remaining years, complete the plan on rotation, transfer, and change of working positions in the year and report on the results of the previous year's rotation, transfer, and change of working positions no later than March 31 every year.

Heads of units under the Ministry of Finance shall direct, guide, and inspect affiliated units in the rotation, transfer, and change of working positions according to regulations.

At the same time, strengthen discipline and administrative discipline for civil servants and public employees; resolutely handle cases of non-compliance with competent authorities' decisions on mobilization and rotation without legitimate reasons and cases where because of partial ideology and personal motives, obstruct, cause difficulties, reduce the prestige of the person being transferred or take advantage of the rotation, transfer or change of working positions to serve personal purposes, abuse of power, abuse of officials.

Along with that, promptly encourage, praise and reward collectives and individuals who have made great efforts and made achievements in the work of rotation, transfer and change of working positions.

The directive also emphasizes that the heads of the units do not strictly comply with the Resolutions and regulations of the Party, the State and the Ministry of Finance on the rotation, transfer and change of working positions, which are the responsibility of the unit leaders, depending on the nature and seriousness of the violation, consider disciplinary action according to regulations.

Civil servants and public employees under the Ministry of Finance are responsible for strictly implementing the Resolutions of the Party, the policies and laws of the State and the regulations of the Ministry of Finance on the rotation, mobilization and change of working positions.

In case an individual is transferred, rotated and changed his/her working position, if he/she fails to comply with the decision of the competent authority without a valid reason, he/she will be subject to strict discipline according to regulations.
