Recently, the Ministry of Health has sent an official letter to the Ministry of Finance asking about the asset handling of the project on prevention and control of infectious diseases in the Mekong sub-region in the second phase.
The Ministry of Finance stated that, the signed Project Agreement does not specify the beneficiaries of project’s assets after it is completed, so the asset handling under the form of transferring these assets to localities shall comply with the provisions of Article 103 of the Law on Management and Use of Public Asset and Clause 1, Article 93 of Decree No. 151/2017/ ND-CP of the Government.
Accordingly, the Minister of Finance shall consider and approve the transfer plan as the request of the Minister of Health and the Chairman of the provincial People's Committee (the locality receiving the asset).

The reception of assets that are machinery and equipment must meet the standards and norms on the use of machinery and equipment prescribed in the Prime Minister's Decision No.50/2017/QD-TTg. In addition, the Ministry of Finance also noted that if the asset is a car, the reception must meet the standard and norms for the use of cars as stipulated in the Government’s Decree No. 04/2019/ ND-CP regulating standards and norms for use of cars.
