Increasing confidence, excitement

In the past time, to improve the business investment environment, the Prime Minister issued Resolution 19 on improving the business environment and Resolution 35/2016 / NQ-CP on supporting and developing business.

Accordingly, thanks to the efforts of the ministries, branches and localities, thousands of unsuitable administrative procedures, business conditions and sub-licenses have been abolished. In 2016, for the first time, the number of newly established enterprises reached a record number of more than 110 thousand.

This is a good signal showing the policy of improving the business investment environment, encouraging start-up, innovation and business development of the Government on the right track.

At the seminar, Mr. Nguyen Nhan Phuong, Chairman of Bac Ninh Business Association, said: In Bac Ninh, after Resolution 35, the province set up a working group to remove difficulties for enterprises chaired by the chairman of the provincial People's Committee. Thus, all the recommendations of the Association,and businesses to departments are answered in writing, this represents the legitimate interests of businesses protected by the State.

In addition, implementation Resolution 35, after the implementation of the working group, Bac Ninh province has established the project "Doctors business". Even the difficulties of enterprises can be reported directly to the provincial president, this work had a good effect.

Scoring for the results of the implementation of resolutions on improving the business environment, economist, Dr. Nguyen Minh Phong said, organizations in the country and abroad assessed that the business environment is getting better, typically shown in the rankings of the World Bank (WB) and the World Economic Forum. From a Legal perspective, improvements in legal documents are clearer. The head of government and the State management system have shown a high political will. Therefore, the psychological excitement and confidence in investing in Vietnam has never been so clear.

Need to establish the role of the head

Beside these positive change, delegates said that in some agencies, establishments and localities, the situation has changed quite slowly, investment and business activities of many enterprises are still hindered, even harassed, group interests still exist, staff capacity is weak, thinking stagnant in the way of work, and there is still irresponsible indifference as well as the lack of drastic action by agenciesand branches.

Expert Nguyen Minh Phong said that, we also need to be cautious because enforcement staff have not really changed, the benefits of the group still exist, with not much change in salary reforms. Even many localities have just copied the Government Resolution into the action programs in their respective localities, but they have not been concretized into specific projects, plans, targets and solutions for implementation.

According to Mr.PhanDucHieu, deputy head of the Central Institute for Economic Management and Research, through 3-year monitoring of the implementation of Resolution 19 and 1 year of implementing Resolution 35, I think our biggest challenge is How to do it right and enough. At present, I still have not seen the performance change. By 2017, we will see a change in our perception. The rest, the results are limited, the gap is very large compared with the expectations of enterprises and the social community.

"In my view, in the time to come we will face a big challenge, because to achieve the goal we have to make a lot of effort. If we keep up the reforms, we can not make progress, even step back, "said Mr.Phan Duc Hieu.

As a result of improving the business environment, delegates said that, in order to improve the business environment to create favorable conditions for enterprises, the role of heads of ministries, sectors and localities are very important. If the leaders have the fierceness, frequent exchange, dialogue with enterprises there will be a fast transition to remove difficulties and issues for enterprises. In addition, business associations and localities should gather together to increase the pressure on the State to solve the problems that are still obstructing the development of enterprises.
