Identify and resolutely eliminate waste and loss of public assets

Regarding the socio-economic situation of Vietnam over the past time, the National Assembly said that besides anti-corruption, we need to identify another "enemy" which is waste. Its consequences are even more severe than corruption. Do you share this issue?

I totally agree and find that at this meeting, the report on the practice of thrift, anti-waste and anti-loss has been elaborated by the Government, indicating many "addresses" which occur loss and waste.

Previously, as proposed by the Standing Committee of the National Assembly on the morning of 12 April 2018, there were still 14 out of 34 ministries and sectors, 17 out of 63 localities and 13 out of 23 corporations which have not yet submitted reports to the Ministry of Finance for synthesis. The Standing Committee of the National Assembly held a candid session on this report and then the Prime Minister severely criticized the units, which delayed reporting.

Perhaps so far, we have in hand the relatively comprehensive synthesis. As for the public transport policy, in 2017, public transport policy has been multiplied and piloted in some ministries, sectors and localities, contributing to significantly reducing the number of public vehicles, reducing the use of vehicles and the cost of operating the cars. The decrease in the number of drivers reduces the administrative staff, increases the efficiency of using public cars, and creates positive effects for the people and the media.

Accordingly, the total cost of State car package in the first 6 months of 2017 was VND 2,441 million. The total cost of actual use of 44 vehicles in 6 months of 2016 in agencies and units was VND 4,212 million. Thus, the savings compared to the actual cost of using vehicles in the same period was VND 1,771 million, it saved VND 6.7 million for each car per month. What a significant number!

Meanwhile, the total number of State cars reached 39,425 units with the total cost of VND 25,554.21 billion, accounting for 2.21% of the total value of State assets, meaning that the savings potentiality is still great.

But besides the tangible assets that are wasted, I think the waste of time, the opportunity of society and irresponsibility of cadres and civil servants are also very dangerous. At this meeting, together with the Government Report, many other reports of the State Inspectorate, State Audit, the Vietnam Fatherland Front and the National Assembly's Committee of Petitions also contributed to the whole picture of Vietnam. These wastes are very serious, while we have not evaluated yet.

Could you elaborate more on this statement?

For example, the Report No. 197/2018 / BC-KTNN of the State Audit found the arbitrariness and irresponsibility in assigning staffing norms and the use of non-regular payrolls, beyond authority. In 2017, the audit of the management and use of civil servants, employees, contract workers and salary funds in 2016 in 13 ministries, sectors and 47 localities have discovered the units assigned the payroll of civil servants exceeding the norm of the Ministry of Internal Affairs of nearly 5,100 staff. The localities also assigned nearly ten thousand staff for administrative agencies in contravention of regulations. Only the total salary fund allocated to the payroll of public servants and employees due to exceeding the assigned norms increased State budget expenditure of VND 859 billion.

Therefore, I highly appreciate that the Government sets out very specific objectives in terms of money, physical assets, and expresses the determination to strictly manage the number of staffing, payroll career; improve the quality and efficiency of the work. For example, in 2018, the number of civil servants will be reduced by 1.7% compared to the number in 2015; and the State shall reduce by at least 2.5% of the payroll of the State budget compared to in 2015. Agencies, organizations and units shall recruit only a few numbers of cadres, civil servants and public employees, no more than 50% of cadres, civil servants and officials, those that have streamlined their payrolls, subject to the retirement or dismissal regime according to regulations.

Do you think that there should be more constraints for State units and individuals to raise their awareness in this matter?

Yes, the target is only the direction of striving. It is necessary to clearly identify the responsibility for this issue and resolve it. At the same time, outdated regulations and norms need to be considered for amendment and supplementation so that organizations and individuals can not violate the regulations in different ways. It should be added that waste is often accompanied by loss. Where there is waste, that place is also very likely to occur negative issues.
