HCMC Tax Department focuses on resolving land dossiers as soon as possible

VCN - Immediately after the HCMC People's Committee issued a document allowing the use of the current land price list to calculate taxes while waiting for the issuance of the new land price list, the HCMC Tax Department directed tax branches to prioritize and focus resources to resolve land dossiers received from August 1st as soon as possible.

On September 23rd, Ms. Bui Thi Ngoc Dung, a resident of Phu Nhuan district, visited the Single Window Division to process land-related documents. She expressed her relief that the Ho Chi Minh City People's Committee had allowed the continued use of the current land price list for tax calculations, as her property transfer dossier had been temporarily on hold due to the delay in issuing a new price list. She expressed hope that the Phu Nhuan District Tax Office would quickly process her dossier.

Ms. Phan Thi Thuong Huyen, Deputy Manager of the Phu Nhuan District Tax Office, shared that from August 1st to September 21st, 2024, the unit had received a total of 307 dossiers from the Phu Nhuan District Land Registration Office, of which 160 did not incur any tax liabilities.

In response to urgent directives from the Ho Chi Minh City Tax Department, all officials of the property registration department of the Phu Nhuan District Tax Office were mobilized to work even on weekends to handle land dossiers for citizens. The department's leadership also directed officials to work overtime on Saturdays and Sundays to expedite the resolution of the backlog of land dossiers.

Similarly, at the Thu Duc City Tax Office, which has a significant backlog of land dossiers, the working atmosphere was also very urgent.

Mr. Phan Van Dung, Director of the Thu Duc City Tax Office, said that there are currently about 1,600 land dossiers pending. The Thu Duc City Tax Office has requested specialized departments to develop specific dossier processing plans for the tax office's leadership to approve. Although the volume of dossiers is large, the workforce handling property registration dossiers is quite large, with up to 25 people, and the workforce will be strengthened in the coming days, so the progress will be accelerated.

Nguyen Tien Dung, Deputy Director of the Ho Chi Minh City Tax Department, said that from August 1st to 27th, 2024, the unit had received a total of 8,808 dossiers. Of these, 346 dossiers involved land use tax for cases of land use recognition, 277 dossiers involved land use tax for cases of land use conversion. In addition, there were 5,448 personal income tax dossiers from real estate transfers and 2,737 dossiers belonging to cases that did not incur financial obligations.

The Ho Chi Minh City Tax Department has sent three documents requesting the Ho Chi Minh City People's Committee to propose solutions to address the difficulties. Therefore, immediately after the Ho Chi Minh City People's Committee issued a document allowing the use of the current land price list for tax calculations while waiting for the new price list to be issued, the Ho Chi Minh City Tax Department urgently directed the directors of all tax departments to prioritize and focus resources to resolve land dossiers received from August 1, 2024, as soon as possible.

At the same time, the tax departments must report the processing progress daily to the land management department for this department to consolidate and report to the leadership of the Ho Chi Minh City Tax Department. Notably, the Ho Chi Minh City Tax Department requires the directors of the district tax departments to be responsible for organizing the processing of land dossiers, ensuring that there is no harassment, abuse, or negativity.
