Hanoi Tax Department: Set a goal to complete the application of electronic invoices in 2019

More than 23,000businesses registered to use

Hanoi Tax Department is one of the units which takes care ofa large number of businesses and taxpayers. According to the Hanoi Tax Department, by April 25, 2019, 146 enterprises have been approved to use the e-invoice with the verification code of the tax agency; 128 enterprises have registered to issue; 107 enterprises have invoiced. More than 4.8 million invoices worth 4,176 billion VND were established. In particular, for electronic invoices issued by enterprises themselves, there were 23,800 enterprises and organisationsregistered for issuance to tax authorities with the number of e-invoices issued 5.1 million.

For example, Dong Da Tax Department has 1,588 businesses successfully using e-invoices. According to many businesses in this district, the deployment of using electronic invoices has brought many benefits for them such as saving the cost of printing, preserving, storing, and convenience in accounting.

However, in addition to businesses eager to participate in the use, there are still many businesses who are not interested in e-invoices because when applying, they often have difficulties to explain to customers what ane-invoice is and the legality of this type of invoice. In addition, many businesses are not ready to apply e-invoicesdue to the unused paper invoices they have ordered.

Notably, many small and medium enterprises do not meet the requirements of information technology and human resource because these enterprises often hire accounting service for tax declarations, so the operation and use of e-invoice is unsure. Moreover, many businesses are still waiting for the conversion plan of tax authorities.

Promote dissemination

With the goal of completing the application of e-invoice in 2019, Hanoi Tax Department has promoted the deployment of e-invoice to all businesses in the area. All tax departments and sub-departments have strengthened the dissemination of benefits of applying e-invoice to all officials and taxpayers under their management. Besides, reviewing and defining problems during deploying e-invoice to solve.

In particular, Hanoi Tax Department has opened a section of "electronic invoices" on the Department's website to disseminate e-invoice, the Department’s directions on e-invoice. According to the Hanoi Tax Department, the website will post the guidelines on e-investment, common problems when using e-invoices, and publicise the list of reputable electronic invoice providers who have a good information technology infrastructure and have solutions to connect and transfer e-invoice data of taxpayers to the tax authorities, and transfer data to the General Department of Taxation right after the circular on guiding the implementation of Decree 119/2018/ ND-CP is issued.

According to Mai Son, Director of Hanoi Tax Department, the Department has connected information to more than 98% of businesses in the area through online tax declaration, more than 95% of enterprises have made electronic tax payment, contributing greatly to the implementation of e-invoice because most businesses in the area have interacted with tax authorities via the internet. In addition, the growing trend of e-commerce and e-payment will create favourable conditions to the implementation of e-invoice.

Along with the dissemination, Hanoi Department of Taxation has organised and supported enterprises to conduct e-invoices from registration to the use and report of invoices through training courses, phone, email, and direct support at the single-window department of the tax authorities at all levels. The Tax Department will also coordinate with software vendors on e-invoices to ensure a smooth data connection for tax administration, and toprepare the invoice database to manage in accordance with the Decree No. 119/2018/ ND-CP. The list of reputable and well-qualified electronic invoice service providers will be publicisedon the website of the Tax Department, so businesses and organisations can cooperate and use their services.
