For the remaining 63 tax departments in provinces and cities, in order to continue the arrangement and consolidation of tax branches, the Director of the Tax Department must discuss between the board of directors and the executive committee of the tax department to rectify, unify and organize.

The General Department of Taxation has requested the 6 Tax Departments that have consolidated the tax branches to establish regional tax branches, including: Quang Ninh, Hai Duong, Yen Bai, Quang Ngai, Lam Dong and Ca Mau, to evaluate achievements and shortcomings in merging tax branches of districts into regional tax branches. In addition, grasping difficulties and shortcomings arising in organization and operation of tax branches to report to the General Department of Taxation.

At the same time, tax departments must proactively report and consult the Provincial Standing Committee and City Party Committee on the arrangement plan. In particular, specially focusing on criteria such as: Plans on arrangement and consolidation of tax branches; plans on the selection of name and location of headquarters; organizational structure of regional tax branches; plans on key personnel.
