Rotate 2,788 civil servants

From the early days of 2018, the Ministry of Finance has seriously and fully implemented regulations on publicity and transparency in the operation of agencies, organizations and units in sensitive areas that are easy for corruption to occur, such as:Taxation, customs, staffing, procurement, management and use of public assets, annual budget estimates and balances; and disclosed public debt inspections on the Portal of the Ministry of Finance under the provisions of the Anti-corruption Law. In addition, the Ministry of Finance will continue to review, amend, supplement and issue norms and standards within the scope of its management functions; strengthen the regulations to ensure the strict implementation of the State regulations on management and use of the State budget, management of procurement and use of public assets, capital construction work to prevent and combat corruption in the financial management and budget management and internal management.

In the first 6 months of 2018, the Ministry of Finance presided over the drafting of 19 Decrees and 4 Decisions; assumed the prime responsibility for elaborating and promulgating according to 50 joint circulars and circulars on norms, criteria and regimes in the field of its management. All agencies, organizations and units under the Ministry of Finance have developed and implemented codes of professional ethics to help public employees strictly abide by the provisions of law when performing their tasks, preventing corruption or negativeness. Through inspections at 247 units, most cadres and civil servants seriously comply with professional ethics in the performance of duties.

To prevent corruption, it is very important to change the position of officials and civil servants. Therefore, in the past 6 months, units of the Ministry of Finance have carried out rotation and transfer of work positions for 2,788 people (1,454 staff in the General Department of Vietnam Customs, 1,276 people in the General Department of Taxation and 58 people in the State Treasury).

The Financial sector continues to focus on the reform of administrative procedures and the renewal of science and technology. By the end of 31 May 2018, the total number of administrative procedures in the Ministry of Finance providing online public services were 893 procedures, of which 223 public services at level 1; 378 online public services at level 2; 104 online public services at level 3 and 188 public services online at level 4.

In the field of taxation, electronic tax declaration systems have been deployed at 100% of the Tax Branches with 99.88% of enterprises involved and over 51.9 million of tax declaration dossiers. About e-tax refund, till now, the total number of enterprises involved in electronic tax refund were 4,415 out of 4,903 enterprises, reaching 90.04%. The number of received dossiers reached 8,481 dossiers out of a total of 9,143 dossiers, accounting for 92.86%. The total number of completed system dossiers was 6,068 dossiers with the total refunded amount of more than VND 29,627 billion. Many other modernization services, such as pilot e-invoicing, land tax payment services, individual households; car and motorbike registration services, etc., were implemented successfully.

Regarding customs, in the past 6 months, the Ministry of Finance has continued to work closely with ministries and sectors to actively implement new administrative procedures in the national Single Window, expanding the scope and number of enterprises participating in administrative procedures. From 1 January 2018, Vietnam has officially exchanged e-C / O form D information with Singapore, Malaysia, Indonesia and Thailand with 12,849 C / Os for 6 months. VNACCS / VCIS operated smoothly with about 63.95 thousand participating companies. Total import and export value reached $US 162.68 billion and the total number of declarations was 4.15 million.

Perfect the mechanism

Regarding the solutions for the anti-corruption work, Mr. Tran Van Vuong - Chief Inspector of Ministry of Finance said that the Financial sector must first complete the targets. Accordingly, regular expenditures of the State budget shall be reduced by 12% for expenses for conferences, seminars, meetings, reception of guests, festivals and anniversaries; saving 15% of delegation costs. In addition, promote innovation, improve the efficiency of public service units; arrange and reorganize to reduce payroll, raise operational efficiency, strive to reduce about 2.5% of public non-business units.

At the same time, the entire industry must effectively control the assets and income to verify, clarify and promptly handle officials and public employees committing acts of corruption or negativeness. Units in charge of inspections shall carry out the review to propose to competent authorities to amend and supplement the legal documents on socio-economic management related to the areas, functions and tasks of State management of the Ministry of Finance, especially in the areas of corruption such as: management and use of land, natural resources and minerals; equitization of SOEs, banking, capital construction investment, and education and medical issues.

Units directly dealing with people and businesses need to continue to accelerate administrative reform, improve the business environment, national competitiveness in accordance with the Government Resolution No. 19-2017 / NQ- CP, No. 35 / NQ-CP, No. 36a / NQ-CP; broaden the application of information technology and electronics in the tax and customs domains to reduce the time and costs of administrative transactions for enterprises.
