Electronic transactions with State Treasury will be easier and more transparent

VCN – In the future, eletronic transactions in the professional activities of State Treasury will be stipulated in detail towards transparency and convenience for the units using budget.

Building mobile application in State Budget professional activities

Recently, the Ministry of Finance has developed a draft circular stipulating on eletronic transactions in professional activities of State Treasury. According to the draft, the Portal of State Budget is the only access point of the State budget online, connection and integrating with information channel, services and applications provided by the State Treasury. The address is: http://vst.mof.gov.vn/ and includes other portals that provided information, services and transactions relating to the professional activities of State Treasury.

The Ministry of Finance also clearly stipulated electronic transactions in the State Treasury's professional activities are carried out through the websites of the State Treasury's portal, including electronic transactions related to receiving and handling administrative procedures in the field of State Treasury online; electronic transactions related to the conclusion and performance of contracts, electronic contracts in the activities of the State Treasury; digital data sharing transactions in State Treasury activities; other electronic transactions in State Treasury professional activities.

The State Treasury will develop, announce and deploy the mobile application development roadmap in the State Treasury's professional activities. From there, agencies, organisations and individuals can access the website of the State Treasury through web browsers or mobile applications of the State Treasury. To create the most favourable conditions for customers, the websites of the State Treasury receive electronic documents continuously 24 hours a day and seven days a week, including holidays, public holidays and New Year's Day, except when there are other regulations on the time limit for receiving documents or State Treasury's system is being maintained, upgraded or has technical problems and cannot be operated. In case of system maintenance or upgrade, the State Treasury will notify agencies, organisations and individuals at least two days in advance.

Ensure integrity and security

In the draft circular, the receiving and settlement of administrative procedures in the field of State Treasury via electronic methods are also specified by the Ministry of Finance. Administrative procedures in the field of the State Treasury are received and resolved electronically via the Public Service Portal of the State Treasury. Regarding procedures for paying money into the State budget, agencies, organisations and individuals should be carried out through the national public service portal, ministerial-level public service portal, provincial-level public service portal, or the electronic portal of tax authorities, public service portal of the State Treasury, electronic payment services of banks or payment service providers.

Along with that, agencies, organisations and individuals van send administrative dossiers to the State Treasury through the State Treasury's public service portal by methods such as making a dossier or declaring information using an electronic form (e-form); upload electronic documents to websites of the State Treasury; integrate data from the information system of agencies and organisations with the information system of the State Treasury. For the components of administrative procedures that cannot be sent through the public service portal of the State Treasury, agencies, organisations and individuals should send paper copies to the State Treasury.

To create transparency for electronic transactions, the Ministry of Finance also stipulates the conclusion and performance of electronic contracts in the professional activities of the State Treasury. The State Treasury may enter into contracts in an electronic form in the State Treasury's professional activities unless otherwise agreed by the parties. Electronic contracts in the State Treasury's professional activities will be signed through the websites of the State Treasury or other methods agreed upon by the two parties, ensuring compliance with provisions of law. The conclusion and performance of electronic contracts in the State Treasury's professional activities must comply with provisions of the Law on Electronic Transactions, the law on contracts and specialised laws.

The draft states that, when concluding and performing an electronic contract in the State Treasury's professional activities, the State Treasury and contracting parties have the right to agree on technical requirements, authentication and conditions to ensure the integrity and confidentiality related to electronic contract, and at the same time, be agreed on the implementation of part or all of the contents of the contract by electronic method.
