Electronic public services: Towards modernisation of expenditure control

(VCO) – With the goal of providing information, high level of online public services to individuals and enterprises, making the activities of state agencies more transparent, providing better service to individuals and enterprises. After a year of implementation, the pilot program of electronic public services of the State Treasury (State Treasury) has recorded remarkable results.

Electronic public services will contribute to modernising the expenditure control of the State Treasury.

Transparency

The state treasury system has officially piloted online public services in five provincial and city state treasuries, including Hai Phong State Treasury, Hanoi State Treasury, Da Nang State Treasury, Can Tho State Treasury and Ho Chi Minh City State Treasury from 1/3/2016 on the State treasury of Vietnam websites at http://vst.mof.gov.vn and http://kbnn.botaichinh.gov.vn with 3 online public services were approved by The Prime Minister includes: Declaration of online transaction expenditure control dossiers and single window transaction with the State Treasury; Information interface requires online payment and declaration program requires payment; Registration for opening and using accounts at the State Treasury.

According to Vu Duc Hiep, General Director of the Department of Expenditure Control, State Treasury, online public services are an important step contributing to the reform of administrative procedures, modernisation of expenditure control, cause the public services have facilitated and reduced travel time, the cost of operation for each unit. In particular, the use of electronic public services has been able to against the forging of signatures and forging of the unit's seal (considered one of the causes leading to the occupation of state budget funds). Therefore, instead of signing on the paper receipt, the chief accountant and the head of the unit using budget has to sign for approval by a digital signature. Payment information is also fast and secure.

On the side of state treasury units, electronic public services contribute to modernise the expenditure control which are all the dossiers and receipts of the spending unit that control expenditure through the State Treasury will be sent on electronic public services, then interface to the Tabmis system (Budgetary Management Information System and Treasury) ensures transparency of records, dossiers and control content. Through this application, the leaders of the State Treasury at all levels can check the status of processing expenditure control dossiers through statistical reports on electronic public services, thereby increasing the responsibility of civil servants working in this sector. This is the first step towards implementing the electronic expenditure control process.

Representatives of The State Treasury shared that, up to now, basically the online public services system has been operating smoothly, ensuring legally, safety and detailed regulations for each service. Procedures for registration opening and using accounts at the State Treasury; Procedures for delivering, receiving and returning result for expenditure control dossiers, declaration of easy payment requested to participating units. Budget-using units have transferred the receipt to the State Treasury, the State Treasury has completed the receipt by using electronic public services, successfully interfaced with the Tabmis system and returned the debt reports to the unit in accordance with the regulations. In particular, simple dossiers and receipts such as regular expenditures on online public services are conveniently handled by the unit which only handles the dossier and makes payment by public services, not goes to the State Treasury

"Good at communication and training on the specialist process, so during the pilot process the State Treasury has received much positive feedback from customers as well as the good support and coordination from the pilot participated unit. At the same time, State Treasury officials are familiar with implementing highly complex application programs, so when implementing online public services they are not surprised, the operations and the processing of the program are quite mature, "said Hiep.

Expansion nationwide in Q3 / 2017

Currently, online public services are still in the pilot process, so difficulties and obstacles are unavoidable. Mr. Vu Duc Hiep shared that to implement this program, the budget-using units must be granted digital certificates for titles such as Account holder, Chief accountant, Authorised account holder, Authorised chief accountant. However, the issue of digital certificates is delayed due to many steps such as: the unit has to send the official documents to the host unit; The host unit gathers the list to register for the digital signature with the Government Cipher Committee.

From the feedbacks of public service providers, on 21/11/2016, the government has promulgated modified regulations through the extension of the digital certificate channel. Accordingly, apart from digital certificates of the Government Cipher Committee, units may choose to register for digital certificates by a public certification authority; Organising, providing specialized digital signature certification service to agencies in the political system; Certified foreign digital certificates; Foreign digital certificates accepted in Vietnam; Foreign digital certificates are accepted in international transactions.

According to the targeted plan and roadmap, expected online public services are implemented the nationwide expansion in the III / 2017. According to leaders of the State Treasury, apart from overcoming problems arising in the pilot process, the State Treasury continues to propagate to the units the benefits of public services and the preparation of conditions for participation in public services as well as the digital certificate registration scheme to ensure the time to participate, implement in widespread.

The State Treasury will also continue reviewing, recommending to functional agencies to study and reform administrative procedures, simplify state budget expenditure control dossiers and receipts, especially legal documents on the investment project which are sent to the State Treasury. At the same time, the State Treasury will submit to the Ministry of Finance a proposal to the Government to direct the ministries and localities to pay attention and direct the affiliated units to cooperate with the State Treasury to successfully implement public services, accelerate the registration for issuing the digital certificate.

In addition, the State Treasury system is upgrading the program to suit the specialist process, to minimise errors and intermediate steps in the process of using. In parallel with that, training courses will be organised, guiding specialist process as well as building plans to support, operate and use online public services before implementing the State treasury in widespread and units, (eligible to participate) in provinces, cities and counties across the country.

According to the State Treasury statistics, after one year of implementation, by the end of March 2017, the State Treasury had received 2,582 dossiers on electronic public services, of which 2,574 were processed (successfully processed 2,384 dossiers; Declined to pay 190 records) and 8 pending records. Out of the dossiers received by the State Treasury, there are 1,984 dossiers of regular expenditure control; 598 dossiers of investment expenditure control. At the same time, the number of receipts required for payment processed by the State Treasury on electronic public services was 3,552 receipts, of which 2,794 regular expenditure control receipts and 758 investment expenditure control receipts.
