E-invoice management software in the testing solution process

On January 21, the General Department of Taxation released information on the need to test the e-invoice management software at the tax authority in accordance with Decree No. 73/2009/ND-CP. To date, the General Department of Taxation is still in the process of considering and selecting a testing unit for e-invoice management software solutions at the tax authority.

This is a step of implementing the test of e-invoice management solutions in accordance with the Government's Decree No. 123/2020/ND-CP dated October 19, 2020 on the regulations on invoices and documents taking effect from July 1, 2022.

All businesses, economic organisations, other organisations, business households and individuals must make e-invoice or e-invoice having the tax authority's code (except when applying invoices printed by the tax authorities under the provisions of Article 23 of Decree No. 123/2020/ND-CP).

The General Department of Taxation affirmed the e-invoice management software at the tax authority is an exclusive support software for tax authorities to serve management of e-invoices and is not available on the market (different from management software for businesses currently available on the market), such as: receiving and processing electronic invoice registration documents; receiving and issuing codes for e-invoices with codes of tax authorities; synthesise invoice data of businesses, economic organisations, other organisations, business households and individuals in the whole country; make general reports on the use of invoices by location, by industry; looking up and verifying invoices and identifying invoices having unusual signs based on the criteria serving for inspection, examination and risk management.

A representative of the General Department of Taxation affirmed that the General Department of Taxation has not issued Decision No. 365/2021 dated March 22, 2021 on testing and approving the provider of e-invoice management software at the tax authority.

Regarding the specific plan on deploying e-invoice management software under Decree No. 123/2020/ND-CP, the General Department of Taxation confirmed it would publish on the portal of General Department of Taxation when it issued a plan applied on a large scale so that businesses, economic organisations, other organisations, business households and individuals can comply with the regulations.
