Customs instructs glutinous rice export

VCN- The General Department of Vietnam Customs (GDVC) recently issued an express dispatch to the Vietnam Chamber of Commerce and Industry (VCCI),Vietnam Food Association,rice exporters andmunicipal and provincial customs departments to instruct on procedures for registering glutinous rice export declarations in April.

Accordingly, the GDVC has set up instructions on the VNACCS/VCIS System for enterprises to register customs declarations for exported glutinousrice shipments (including sticky paddy rice,glutinousrice and glutinous broken rice) from 0:00 on April 23, 2020.

Regarding the customs declaration for sticky rice (including sticky paddy rice, glutinous rice and glutinous broken rice), to support the system to classify and monitor the export volume with other rice products, the GDVC asksenterprises to perform customs declaration as follows:

For glutinous rice exports, the customs declarant shouldclearly fill out the HS code 1006.30.30 in the commodity code box in the customs declaration form. The name of goods as sticky rice shouldbe filled out on the goods description box.

For sticky paddy rice and broken glutinous rice, the customs declarant shouldfill out HS code 1006.30.30 in the commodity code box on the customs declaration form. The name of the goods as sticky paddy rice and HS code1006.10 and as broken glutinous rice HS code 1006.40 shouldbe filled out in the goods description box in the customs declaration form.

The quantity of exported sticky paddy rice, glutinous rice and glutinous broken riceis not included in the export rice quota.

The GDVC requests provincial and municipal customs departments notify rice exporting enterprises in their localities for implementation.

The GDVC’s instructions follow the direction of Deputy Prime Minister Trinh Dinh Dung in Notice No.163/TB-VPCP of the Government Office dated April 21, 2020 and the Official Dispatch No.2824/BCT-XNK dated April 22, 2020 of the Ministry of Industry and Trade guiding exports of glutinous rice in April according to market demand and not subject to any adjustment by regulation on management of rice export in Document No. 2827/VPCP-KTTH dated April 10, 2020 of the Government Office.
