Calculating solutions of using national standards construction costs

VCN – The Ministry of Finance is seeking opinions on the draft circular guiding the management and use of funds for the development of national standards and technical regulations.

The draft regulates the management and use of funds to ensure the development of national standards and technical regulations including planning, reviewing, developing and appraising national standards and technical regulations.

Funds allocated from the State budget would be allocated in estimates of ministries, sectors and localities in accordance with provisions on budget decentralisation to spend for the activities of elaborating national standards and technical regulations; funding of other organisations and individuals (if any) and other lawful revenue sources (if any).

For funding provided by organisations and individuals for the development of national standards and technical regulations, it should be agreed with sponsors and supporters. If there are no specific agreements with sponsors, it would comply with this circular.

The draft circular instructed the direct expenditures for the development of national standards and technical regulations, including labour costs for officials directly involved in projects; expenses for research, status assessment, research of technical documents, analysing the results of surveys, tests and experiment spending for the formulation of national standards and technical regulations.

The norms of specific spending included labour outsourcing for officials and experts who directly developed draft of national standards and technical regulations , the maximum spending was VND 20 million/draft of national standards and technical regulations that do not need to be surveyed; the maximum spending was VND 45 million/draft of national standards and technical regulations that need to be surveyed.

For national standards and technical regulations that were particularly complicated or inter-sectoral, ministries, sectors and localities would decide on spending levels within budget estimates as assigned and they would take full responsibility for the decisions.

Expenses for setting up national standard and technical regulations projects would be submitted to authorities for approval. The maximum spending level was VND 2 million/project approved by authorities.

Annually, ministries, sectors and localities would base on the plans of developing national standards and technical regulations in management areas and propose to its units to develop funding estimates on developing national standards and technical regulations in accordance with the provisions of this circular and aggregate into the estimates of ministries, sectors and localities to submit to authorities for approval as stipulated.
