By the end of the first quarter, tax sector achieves revenue collection of 26%

VCN – According to the latest report from the General Department of Taxation, in March, the total State Revenue collected by the tax sector was 93,100 billion VND, equal to 8% of current appropriation, increasing 9% over the same period last year.

In the first three months of 2019, the General Department of Taxation mobilized 307,700 billion VND, accounting for 26.3% of the current appropriation, equal to 115.9% of the same period in 2018. Of which, revenue collected from crude oil is estimated at 12,286 billion VND and domestic revenue is estimated at 295,414 billion VND. The remaining revenue, not including land use fees, lottery, dividends and profit is estimated at 245,935 billion VND.

According to the General Department of Taxation, compared with the estimate, there were 9 of 18 revenues and taxes that are quite good (achieved over 26%), in that some big revenues such as: revenues collected from non-state industry, trade and service sectors reached 26.7%; personal income tax was 30.7%; registration fee was 26%; collection from lottery reached 45.6%; land use fee was 31.6%; the difference in revenue collection and expenditure of the State Bank was 131.5%.

If compared with the same period last year, most revenues and taxes have had a good growth rate such as: production sector (state-owned enterprises, foreign-invested enterprises, non-state enterprises) increased by 17%; personal income tax increased by 21.3%; collection from granting rights to exploit minerals and water resources increased by 20%.

With this result, the cumulative central revenue in 3 months of 2019 is estimated at 137,000 billion VND (equal to 24.2% of the current appropriation, increased by 19.5% over the same period). Local revenue is estimated at 170,700 billion VND (equal to 28.4% of the estimate, increased by 13.2% compared to the same period in 2018).

In order to achieve this result, in the first 3 months of the year, the General Department of Taxation has asked tax departments to assign the task of striving to collect revenue in 2019 to divisions and tax branches as a basis for striving to complete the task from the beginning of the year.

The General Department of Taxation directed to continue upgrading the centralized tax management system (TMS) to meet the business requirements for business registration and tax registration; continue to upgrade the electronic portal in order to provide electronic tax services to taxpayers and deploy automatic tax refund supervision.

In the first quarter, the tax authorities at all levels have focused on propagating and supporting, guiding taxpayers to grasp and timely implement all new tax policy mechanisms, especially the tax finalization obligation of 2018, helping the business community implement tax laws smoothly.

In order to ensure the completion of the assigned tasks, the General Department of Taxation has requested the units in the sector to continue accelerating the implementation of tax management measures; focusing on the tasks and solutions to direct and manage difficulties and solve obstacles to exploit and increase revenues, nurture revenue sources, enhance the effectiveness of anti-loss of revenue and tax debt recovery.

The whole system also must focus on improving the quality of forecasting work in a more proactive and active manner; regularly monitor and identify potential revenue sources, areas and tax types that are still lost to promptly propose effective management solutions and recommendations to the People's Committee to direct the sector, local levels to coordinate for implementation.
