By 2020: Minimum 50% of total Tax branches will be reduced

According to Ministry of Finance, the rules for restructuring and merging of Tax Branches of provincial and municipal Tax Departments is implemented in accordance with Resolution 18-NQ/TW dated 25th October 2017 of Central Executive Committee XII, Resolution No. 04-NQ / BCSĐ dated 30th March 2018 of the Party Committee of the Ministry of Finance on the implementation of Resolution 18-NQ/TW; Decision 444/QD-BTC dated 30th March of Minister of Finance promulgating the Action Plan of the Ministry of Finance to implement Resolution 18-NQ/ TW to ensure the streamlining, efficiency and stability and the fulfillment of assigned political tasks.
Ministry of Finance will only consider to restructure Tax branches in the same province or city. At the same time, the Ministry will pay attention to special cases such as at key areas (border and island), it must ensure the national economic security and sovereignty, facilitate to attract investment, promote socio-economic development; and in townships, it must ensure the IT infrastructure.
The Ministry of Finance has also noted that the restructuring of the apparatus must have a roadmap and not cause a great disruption to the organization, personnel, and psychology of officers, and meet requirements on reform, modernization and streamlining staff.
For the deployment road map, from the present day to the end of 2020, to ensure a reduction to a minimum 50% of total Tax branches in the entire Tax sector. Specifically, from present day to the end of 2018, 327 Tax branches of districts and towns of 63 Tax Departments will be restructured into 154 Tax Branches, (reducing 173 Tax Branches). Of which, 192 Tax Branches will be merged into 90 Tax branches (reducing 102 Tax branches), completing before 1st July 2018. 135 Tax Branches of districts and towns will be merged into 64 tax branches (reducing 71 Tax Branches), completing before 1st September 2018.
By 2019, 53 Tax Branches of districts and towns of 63 Tax Departments will be restructured into 25 Tax Branches (reducing 28 Tax branches). By 2020, 168 Tax Branches of districts and towns of 63 Tax Departments into 78 Tax branches (reducing 90 Tax Branches).

Implementing the direction of the Ministry of Finance, the General Department of Taxation has urgently issued Decision 849/QD/TCT on the approval for plan deployment and merging Tax branches of districts, towns and cities into Tax branches of provincial and municipal Tax Departments. Accordingly, the General Department of Taxation has requested Directors and leaders of units under the General Department of Taxation to implement the plan in accordance with the roadmap and ensure the stability of all activities and not to affect the implementation of assigned tasks. At the same time, organizing officers and implementing policies and mechanisms for officers in Tax branches which will be restructured and merged in accordance with the provisions of the law and Ministry of Finance’s competence on staff management.
Then, the General Department of Taxation has issued the Decision 855/QD-TCT on the establishment of the Steering Board for the deployment and implemented the scheme on establishment of Tax Branches in accordance with the roadmap and plan.
