Arrange Taxation branches to ensure streamlining and efficiency

Since the issue of Resolution No. 18-NQ / TW and the direction of the Party Committee of the Ministry of Finance, the General Department of Taxation has taken the initiatives in studying and elaborating the scheme on arrangement and merger. Accordingly, it has issued detailed implementation plans, and established a Steering Committee for 63 provincial Taxation departments.

In addition, the General Department of Taxation has coordinated with the Organization and Personnel Department of the Ministry of Finance to conduct surveys at the Tax Departments throughout the country to grasp the thoughts, difficulties and problems in the implementation process. For localities to deploy smoothly, the General Department of Taxation has guided the Taxation Departments to develop a scheme to establish regional Taxation offices.

According to information from the Organization and Personnel Department of the General Department of Taxation, by 20 May 2018, 63 Taxation departments have submitted to the GDT for appraisal and submission to the Ministry of Finance for approval of the proposal to set up the regional Taxation offices. The development of the project aims to ensure that the new Taxation offices are better equipped to work better in terms of organizational structure, combination of human resources to reduce staff. In addition, the Taxation authorities will still create favorable conditions for taxpayers to fulfill their obligations for the State budget.

By arranging and merging to form regional Taxation offices, it will solve problems related to the reduction of the Taxation department's focal point, payroll streamlining, reduction of handling fees, the number of civil servants, thereby improving the efficiency and effectiveness of management. It is the basis for implementing the organizational structure. At the same time, the reduction of the Taxation departments and the Taxation teams will be a factor re-impacting Taxation effectiveness. Therefore, the Taxation departments can further promote the application of public information technology and innovation management methods.

As a result, local authorities are trying to implement related tasks such as the establishment of the Steering Committee, work out plans for implementation and direct the elaboration of schemes of Taxation departments in accordance with the directives of the Ministry of Finance and the General Department of Taxation. With that, for the units in the merger plan, the Taxation streamlining has been continuously raising the spirits of key staff and civil servants to ensure that staff arrangement is fair and transparent.

In particular, the coordination with local authorities in implementing the plans of the Ministry of Finance and the General Department of Taxation has always been paid attention by the Taxation departments to ensure that the implementation of revenue collection plans is not affected.

According to the General Department of Taxation, together with the arrangement of Taxation branches, they will have to make a feasible roadmap and propose effective solutions for the Taxation offices to operate effectively and gradually reduce staff. This is the purpose and target of the reform of the arrangement and organization of Taxation management system.

In this regard, the Ministry of Finance has just issued Official Letter No. 6129 / BTC-TCCB to convey the guiding opinion of the Minister of Finance on the implementation of the plan for reorganization and merger of Taxation branches in urban districts and cities. The Minister of Finance requests the General Department of Taxation to expeditiously implement and direct the Head of the Taxation Departments of the provinces and centrally-run cities to report on the scheme on reorganization and merger of Taxation branches according to their plans and contents stipulated in Decision No. 520 / QD-BTC dated 13 April 2018 and Directive No. 01 / CT-BTC dated 9 May 2018.

The Official Letter also stated that, for the Taxation departments that have finished the project development, the General Department of Taxation shall promptly review, appraise and report to the Ministry of Finance on the official scheme of each unit to consider and approve according to its competence.
