Revenue of HCM City decreased due to the negative effects of the economy
According to Mr. Thai Minh Giao, Deputy Director in charge of HCM City Tax Department, HCM City Tax Department has performed the revenue collection in 2023 in the context that the economy has not yet gained stability due to high inflation pressure, risks of the financial market, securities, and real estate. Therefore, enterprises continue to face difficulties and tend to reduce the scale of production and business activities. Spending and consumers tighten their spending.
In the first half of the year, the total revenue reached VND163,626 billion, meeting 50.6% of the estimate in 2023, or 94.3% year-on-year.
The decrease in the State revenue compared with the same period in the previous year mainly results from negative effects on the economy. Most of the major revenues and taxes were reduced compared with the previous year such as VAT down 13.2%, Excise tax down 15.3%, Registration fee down 29.5%, Environmental protection tax down 49.8%...

In the first half of the year, the General Department of Taxation conducted 5,743 inspections and audits at enterprises and checked 38,514 tax dossiers at the Tax authority. The total tax revenue collected through the inspections and audits reached VND5,860 billion.
In the first half of the year, the total amount of recovered tax debts reached VND9,873 billion, or 94% compared with the year ago.
As of June 15, the Tax department refunded tax for 383 dossiers with a total amount of VND 2,054 billion, or 57% in quantity and 55.8% in refunded amount compared with the same period of the previous year.
The representative of HCM Tax Department said that the department would effectively perform tasks, and propose key solutions that need to be implemented drastically in the second half of the year to fulfill the revenue target in 2023.
Accordingly, the department will also review the declaration by enterprises, analyze, detect, and check inappropriate declarations; inspect the declaration in business sectors with risk of tax fraud; promptly collect arising tax amount into the State budget.
The department will review and standardize data on tax debts, late payment interest, and overpaid tax, and handle violations related to inaccurate data declaration; monitor and take measures to recover tax debts and enforce debt collection.
The department will coordinate with relevant units to advise the City People's Committee to expedite the project appraisal and approval to create favorable conditions for businesses to put into operation, thereby helping increase the State revenue.
Closely coordinate to solve problems in the use of e-invoices generated from cash registers
At the conference, the Director of the Hanoi Tax Department Mai Son said that as of May 18, there are 5,838 enterprises and business households actually operating in the business groups.

In phase 1 (from December 15 to March 31), Hanoi Tax Department instructed 3,300 enterprises, and business households in five business groups that have used cash registers and sales software and registered successfully on the tax authority's electronic invoice system.
Phase 2 from April 1, Hanoi Tax Department is expected to instruct 2,538 businesses and business households in five business groups that have not used cash registers and sales software.
Currently, the department continues to guide 1,723 enterprises and business households to access and use cash registers, and sales software and successfully register for implementation on the Tax agency's electronic invoice system.
According to the leader of the Hanoi Tax Department, business households that are eligible to apply e-invoices generated from cash registers in phase 1 have many advantages because they have used cash registers and sales software in production and business activities, revenue management, and will comply with the law.
However, the implementation in the next phase will face difficulties because the legal mandatory regulations on the use of electronic invoices generated from cash registers have not yet been issued.
Some units have not yet need to use cash registers and sales software. The use of e-invoices generated from cash registers has caused problems with costs and data conversion plans, leading to the refusal to change the management method. Some businesses and business households have not yet complied with the law.
The department will drastically implement and coordinate with the Operation Center for the implementation of E-invoices of the General Department of Taxation to solve and support cases that face problems related to policies, and provide solutions to connect when using e-invoices.
The department will advise and work with local government agencies to strengthen the direction, helping facilitate the implementation for each field and business line subject to the use of e-invoices.
At the same time, the department will also propose the General Department of Taxation to advise the Ministry of Finance to adjust, amend and supplement policies and regulations more closely on subjects and business forms using electronic invoices generated from cash registers.
Hanoi Tax Department manages 195,000 businesses, and 186,000 business households, including 5,838 businesses and business households doing business in the field of catering services, restaurants, hotels; commercial centers, supermarkets, retailing of consumer goods and medicines; entertainment services. |
