Abolish administrative procedures in the field of public assets management

According to this decision, five administrative procedures were abolished including: transfering road infrastructure procedure; procedures for liquidation of road infrastructure assets; procedures for selling the right to collect fees of using road infrastructure; procedures for leasing the right to exploit road infrastructure and procedures for definite transfer of road infrastructure.
These procedures were abolished after the Government issued Decree No. 33/2019/ND-CP stipulating the management, use and exploitation of road infrastructure assets.
According to the provisions of Decree No. 33/2019/ND-CP, all assets of road infrastructure are assigned by the State to the entities for management and use in accordance with law. The exploitation of assets of road traffic infrastructure must comply with the market mechanisms and be used effectively. The State encourages the implementation of socialization in order to diversify resources for maintaining, developing and exploiting road traffic infrastructure assets.
The Decree also specified the mode of exploitation of road traffic infrastructure assets: The agency assigned to manage road traffic infrastructure assets should directly organize the exploitation of assets; leasing the right to exploit road infrastructure; definite transfer of rights to exploit road infrastructure assets.
