Previously, the World Bank funded a number of medical assistance projects for the Northern mountainous provinces from October 2008 to the end of February 2016. The Ministry of Health and 7 provinces (Bac Kan, Son La, Cao Bang, Lai Chau, Lao Cai, Dien Bien, Ha Giang) are assisted. During the implementation of the project, the Project Management Board purchased a number of fixed assets and eight cars (one for the Central Project Management Board and others for the seven provinces).
Up to now the project has finished, the Ministry of Health has sent an official letter to the Ministry of Finance asking for the direction of dealing with fixed assets as machinery and equipment (excluding cars) with a total original value of over 4.2 billion vnd but the total remaining value of 666 million vnd and eight cars. Accordingly, the Ministry proposes to allow the People's Committees of seven provinces to receive, manage and use the fixed assets and transfer 8 cars to the Health Ministry’s Office and the Health Departments of the seven provinces to manage and use for the inspection and supervision for their subordinates.
Regarding this, the Ministry of Finance said, for fixed assets, the Ministry of Finance agreed with the proposal of the Ministry of Health to transfer them to the provinces for management and use.
Based on the Prime Minister's Decision No.32/2015/QD-TTg stipulating the standards and norms and regimes of management and use of cars at State agencies, public non- business units and single-member limited liability companies with 100% charter capital held by the State, for cars for general works and cars for special purposes without special equipment or with special structure, the maximum price of a car is not more than 720 million vnd. For case of 4 wheel drive cars, the maximum price is 1,040 million vnd.

Meanwhile, according to the report of the Ministry of Health, the remaining value on the accounting books of cars in these projects is from 1.3 billion vnd to 1.4 billion vnd which has exceeded the prescribed price. Therefore, the proposal of the Ministry of Finance on the transfer of these cars is inconsistent.
Hence, the Ministry of Finance issued a decision to retrieve above 8 cars for handling according to the plan submitted to the Prime Minister on transferring to ministries and sectors and localities which lack cars and are eligible for receiving cars or need to replace old cars.
The Ministry of Finance requested that the Ministry of Health directed the Medical Assistance Project Management Boards in the northern mountainous provinces to recover and transfer to the Ministry of Finance for settlement in accordance with the law’s provisions and the Prime Minister’s direction.
