Urge to promulgate a commodity list under specialized inspection

Decree No. 187/2013/ND-CP detailing the implementation of Commercial Law on activities of foreign goods trading and buying agents, sales agents, processing agents, and transits of goods with foreign countries, has been promulgated by the Government since 2013. However, there have been some ministries and departments that have not issued or issued a guideline in which the commodity list under management has not concretized by HS code.
At the working session between the leaders of the General Department of Customs and the Ministry of Industry and Trade at the end of August, 2016, the General Department of Customs asked the Ministry of Industry and Trade to urge relevant ministries to issue a full list of import-export commodities under specialized management and inspection before Customs clearance with HS code.
Accordingly, the Ministry of Industry and Trade have just sent an official dispatch to ministries and departments: Agriculture and Rural Development; Natural Resources and Environment; Transportation; Science and Technology; Labour, Invalids and Social Affairs; Information and Communication; Culture, Sports and Tourism; Health; Construction; Public Security; National defense; State Bank of Vietnam to review and promulgate legal documents guiding the Decree and the list of import - export commodities under specialized inspection as defined in Article 8 of Decree No. 187/2013 / ND CP.
The promulgated lists must reform administrative procedures and shorten the commodity list under specialized inspection and ensuring the commodity list with HS code approved with the Ministry of Finance.

Simultaneously, reviewing and announcing the list of import-export commodities which must be quarantined and inspected on quality assurance, technical standards and food safety before Customs clearance and detailing the quality quarantine, inspection and confirmation of import-export commodities in accordance with Article 7 of Decree No. 187/2013/ND-CP.
