Non-stop fees - a step in taking advantage of Industrial Revolution 4.0

According to the report of the Department of Science and Technology (Ministry of Transportation), the transportation system in our country today is full of symptoms of the second, third, fourth Industrial Revolution. The first step was to set up the expressway system, apply information technology, connect internet in providing transportation services (ticket booking, boarding check-in, airplane, automatic fee ...), providing public services via the internet (issuing, changing driver's license, registry) and also internet transport services such as Uber, Grab, etc., have been influenced by the Industrial Revolution 4.0.

In recent years, the application of information technology in the transport sector has brought about remarkable effects in management, production management, serving businesses and people, step by step preparing for strengthening the capacity to access the Industrial Revolution 4.0 such as: Online public services; Application of information technology in the field of road, registry, inland waterway, marine, aviation... In particular, toll collection is not a stopping step in the road sector when applying information technology in management.

To date, the Ministry of Transport has provided 255 public services in Level 3 and 4 (165 Services Level 3, 90 Services Level 4). In the two years from 2017 to 2018, nearly 400,000 records were made online each year in a total of 1.6 million dossiers for settlement of administrative procedures. Remarkably, for the third consecutive year 2016-2018, the Ministry of Transportation led the Public Service Index (out of 20 ministries/sectors) according to the National ICT Index.

"However, due to resource constraints and lack of an overall model of information technology application, the applications are in a narrow range, meeting the requirements of single business, have not formed the connected and shared database within the Transport sector, not connected and sharing data with other ministries as well as locally. IT infrastructure has been invested by various projects but not planned and standardized, leading to the ability of serving different infrastructures between agencies and units of the Ministry of Transport," said Mr. Tran Quang Ha, Deputy Director of the Department of Science and Technology (Ministry of Transport).

Increasing investment in transport infrastructure

Mr. Ngo Manh Tuan, Deputy Director of Hanoi Department of Transportation, said that the city has been implementing a number of IT applications in intelligent traffic management. Currently, the Hanoi Department of Transport concentrates on the electronic ticket project funded by JICA, in the period of 2017-2019; pilot implementation of electronic ticket system on BRT 01 from 10th October, 2018; pilot installation of camera monitoring system and handling violations at Giap Bat bus station; pilot camera support management at IPARKING media handling facilities; camera monitoring and handling violations at the Dai Co Viet - Hoa Lu - Ta Quang Buu intersection to analyze traffic situation, intelligent traffic density control...

In addition, the Department of Transport of Hanoi deploys car search and payment via mobile IPARKING (licensed 115 points of IPARKING vehicles in 12 districts); GovOne software has been deployed for maintenance of the road traffic infrastructure system in Hanoi and continues to propose to expand the scope of application to the Traffic Inspectorate. .

In addition, the Department is implementing the project: "Digitizing Infrastructure and Transport Databases" and "Building digital traffic maps for traffic management". In cooperation with FPT Corporation, the Pilot Transportation Center will be set up at No. 1 - Kim Ma. According to Deputy Minister of Transport Nguyen Ngoc Dong, the characteristics of Industrial Revolution 4.0 is the combination of real and virtual, no boundaries, so the Ministry of Transport, must build an infrastructure database to apply information technology in management. Besides, when elaborating legal documents, they must be open, linked with standards and norms; to clearly define the focal points and responsibilities of the concerned agencies and units.
