The Regulation on the implementation of the single window mechanism in handling administrative procedures of the Ministry of Finance stipulates the principles, implementation process, powers and responsibilities of the Office of the Ministry and units under the Ministry in the implementation of the single window mechanism in handling administrative procedures of the Ministry of Finance.

According to the Regulation, the principle of implementing the single window mechanism is to take the satisfaction of organizations and individuals as a measure of service quality and efficiency of agencies, officials and public employees who are assigned to receive dossiers, solve and return the result.

Administrative procedures can receive the dossier and return it to a centralized focal point. The administrative procedure settlement process is urged, examined, monitored and evaluated with the participation of organizations and individuals; ensure the settlement of administrative procedures for individuals and organizations on time, complying with the regulations, publicity and transparency; the request for making another dossier may only be made no more than once during the course. Therefore, there are no costs for carrying out administrative procedures outside the law.

The Regulations also clearly state that the single window division does not interfere in the internal administrative procedure settlement process of the unit in charge of administrative procedure settlement and is responsible for inspecting, urging and monitoring the administrative procedure settlement process, ensuring the settlement has complied with the regulations. Officials of the settlement unit are not allowed to directly receive administrative procedure dossiers of individuals or organizations requesting to make additional documents or return settlement results.

For administrative procedures handled through the single window mechanism, in case the dossiers are missing or need to clarify the contents related to the settlement of administrative procedures, individuals or organizations are requested to supplement the administrative documents through the Single Window Division following the regulations.

Administrative procedures are provided online via the Online Public Service System of the Ministry of Finance. The Department of Financial Informatics and Statistics is responsible for improving and upgrading the online public service system of the Ministry of Finance to ensure the consistency in functions and technical features with the Electronic Single Window System, following the instructions of the Ministry of Information and Communications in line with the roadmap assigned by the Government and the Prime Minister.

The single window division is responsible for transferring paper documents (including first-time submissions and additional documents for carrying out administrative procedures), and digitized and electronic dossiers (received online via the electronic single window system), to the administrative procedure settlement unit as prescribed in Clause 1, Article 2 of this Regulation within working days for dossiers received before 15:00 or before 9:00 of the next working day for dossier which is received after 15:00 every day.

For dossiers received online via the Electronic Single Window, the Single Window Division transfers the data to the administrative procedure settlement unit and the competent agency for settlement on the Electronic Single Window.

According to the Regulations, at least 0.5 day before the due date, the administrative procedure settlement unit is responsible for transferring the administrative procedure settlement results to the Single Window Department and synchronizing the information to the electronic Single Window System. The Single Window Division will return the results to organizations and individuals and update the results into the electronic Single Window System.

In particular, it is recommended that the settlement of administrative procedures should be completed before the deadline for returning results. If the administrative procedure settlement results are available before the due date, the administrative procedure settlement unit shall update the information into the electronic Single Window System and notify the Single Window Division to announce to the organization or individual who receives the results.
