In order to implement the above requirements, in February 2018, the Prime Minister's working group examined 16 ministries. In particular, in the interview with the Customs Newspaper, the Minister-Head of the Government Office and Prime Minister's Working Group, Mr. Mai Tien Dung stressed that the message of the Prime Minister noted that if the delay happened, relevant units would be criticized.

The overdue task is only 1.38%

In 2017, the Prime Minister's Working Group has examined and reviewed the implementation of tasks of ministries, branches and localities on the reduction of administrative procedures, business conditions and reforms. What is the outstanding result of the working group in the past year, Sir?

It can be seen that 2017 created a good mark for the PM's working group with 27 inspections, including 7 inspections of tasks assigned by the Government and the Prime Minister, and 20 thematic exams. With the spirit of building the Constructive Government, the Prime Minister always paid attention to the building and perfecting of the institution, not to leave the debt of documents. Over the past year, the PM's working group conducted 2 inspections on institutional development.

In addition, the working group has also inspected 12 projects that suffered losses, performed poorly. The working group had 7 solutions to promote growth, and urge the disbursement of projects and capital investment. There were 9 specialized inspections with the aim of reducing business conditions, cutting administrative conditions and administrative procedures in the spirit of Resolution 19 of the Government, thereby enhancing the capacity of the nation.

The spirit of the Prime Minister is not to delay or miss any task. Therefore, when the working group examined the implementation of ministries, branches and localities, they created a great pressure, which also reminded ministers and chairmen of people's committees of provinces and cities to carry out assigned tasks.

The most important thing in recent years is that after the Prime Minister established the Prime Minister’s working group; ministries, branches and People's Committees of provinces and cities all set up working groups. This is a very good news, creating a change in the deployment of tasks at all levels.

Over one year, the Task Force's overdue work has dropped sharply, from 25.2% to 1.38% by the end of 2017. This shows a very high achievement rate. It can be said the encouragement, transfer of ideas, messages, guiding points of the Government, the Prime Minister created unification, and consensus in carrying out the tasks.

The progress of the Customs is very good

Through the reform of specialized inspections for imports and exports, what is your assessment of the speed of change in the ministries? What is the bright spot? And what is the drawback?

In 2017, the Prime Minister assigned the Ministry of Industry and Trade to focus on administrative reform. In order to remove difficulties for production and business, it is necessary to focus on reviewing and examining the reform of specialized inspection procedures for imports and exports.

According to the review, each year, the time and cost for specialized inspections is about 26.5 million working days and VND 14.3 trillion. This is a huge expense. At the same time, the Customs office accounted for 28%, while the remaining 72% was the responsibility of the ministries. The progress of Customs was very good, but the collaboration of ministries and branches was still inadequate. Therefore, in the coming time, the focus should be on tackling inadequacies in the specialized inspections from institutional development to reducing overlap.

However, the performance of ministries' tasks should be based on concrete work. For example, the Ministry of Agriculture and Rural Development gave the number of 118 out of 345 administrative procedures to be reduced, but the reduction must be based on the detailed plan to submit to the Government, the Prime Minister for the issuance of documents.

As for above shortcomings, in 2018, what shall the PM's working group do to continue to speed up the progress of the ministries, branches, and localities; especially tasks related to the work of industrial explosives, reviewing, reducing, abolishing the inadequate and overlapping business conditions?

In 2018, the task of the working group is to continue to urge the tasks which the Government, the Prime Minister assigned the ministries and localities to implement thoroughly and drastically.

Continue to inspect and review the reform of imported and exported goods, reduce business conditions in order to meet the requirements of reducing, simplifying 50% of the list of goods, procedures and economic conditions in accordance with 2018 Government Resolution No. 01.

Next, the working group continues to examine in many areas: Inspecting and speeding up the promulgation of documents on the implementation of Laws and ordinances; checking the development plan of ministries and branches from the first quarter of 2018; inspecting the implementation of cost cutting for enterprises; or the development of logistics services.

Together with the urgent work of the working group and the participation of ministries and localities, the results of implementing the tasks of the Government and the Prime Minister will be much better.

For ministries, agencies and localities, which are still delaying implementing the assigned tasks, how will the working group supervise a treatment and counseling mechanism?

In February 2018, the Working Group has worked with 16 ministries related to specialized inspection procedures and reduced business conditions. In the working program, the working group agreed on the plan on 15 March 2018, so that the ministry completed the plan to reduce business conditions, reduce administrative procedures, remove barriers for businesses. Then, the working group will examine each ministry.

During the inspections, the working group also reported to the Prime Minister on the proposal to allow the Office of the Government as the lead agency to solve the overlap and interference among ministries in the performance of their tasks. The Government Office will report to the Prime Minister for resolution. As for the revision of policy, the Office of Government will also propose the Prime Minister to draft documents in accordance with the process. For example, cutting down on business conditions requires a decree or an amended decree.

Thus, the Office of Government will together with the ministries find the cause and report to the Prime Minister for removal. But if the problem is due to subjective reasons, this is the responsibility of the heads of ministries, branches and localities. The working group will report to the Prime Minister and make sure that the Prime Minister will have a treatment. The spirit of the Prime Minister is very clear, transparent and sincere. If the ministries accomplish tasks well, they will be given Prime Minister's compliments. In the case where they can not accomplish assigned work, they will be criticized.

All ministries should work hard, not only the Customs authorities

In the process of reforming, simplifying the procedures for imports and exports and implementation of the National Single Window and ASEAN Single Window; the Ministry of Finance (the General Department of Vietnam Customs) is always assigned as the unit focal point to connect other ministries. How do you assess this task of the Ministry of Finance (the General Department of Vietnam Customs) as well as how to deploy in the coming time?

In 2016, the Prime Minister issued a decision on the establishment of the National Steering Committee for the ASEAN Single Window, the National Single Window and Trade Facilitation (the Committee1899). The Prime Minister also signed Decision No. 2026 / QD-TTg in 2015 to approve the Scheme on improving the effectiveness and efficiency of specialized inspections for imports and exports. The above decisions shall be issued by the Ministry of Finance (the General Department of Vietnam Customs).

As I said before, the Ministry of Finance is the leading unit in the reform of administrative procedures. In particular, the Customs office has been actively developing a lot. I highly appreciate the determination, efforts of the Customs authorities in the application of IT, electronics to carry out procedures, inspection and supervision of goods, reducing the time for businesses. In the past, enterprises had to bring their dossiers to the Customs office, but now they can send them electronically. In fact, the spirit of reform is very open, transparent and reduces trouble for businesses. The electronic tax payment has also greatly reduced many administrative procedures and reduced many administrative procedures for businesses. This is a new step for Customs. On the implementation of the National Single Window, ASEAN Single Window has been highly appreciated by the domestic and foreign business community. The Customs office is also the unit that proposes the establishment of centralized industrial sites, which has shown great determination of the Ministry of Finance and the General Department of Vietnam Customs.

However, in the period of integration, we need to continue to innovate, which is the task of the whole system, not only the Customs. In carrying out that task, the Office of Government will continue to be a connection, creating better coordination and connectivity in carrying out common tasks.
