Solutions to remove difficulties in managing construction investment costs

Specifically, the Government requests specialized construction management ministries and provincialPeople's Committees to complete the review and promulgate construction norms before December 31, 2020 for specialized tasks of the ministries and localities (in addition to the tasks under the norms issued by the Ministry of Construction).
Announcing the labor and equipment cost per shift according to regulations in Decree No. 68/2019/ND-CP before September 30, 2020as a basis for managing construction investment costs.
When the survey and data collection are not conducted, the provincial People's Committee must issue guidance on the application of the labor and equipment cost per shift based on the existing database according to the circulars guiding the implementation of the Decree.
The Government decides to apply the construction norms to specialized tasks that have not been issued (in addition to the norms issued by the Ministry of Construction); labor cost, equipment cost per shift in localities whichhave not been instructed and announced under the provisions of Decree No. 68/2019 / ND-CP.
The Government has requested to update construction estimates andconstruction contract package values according to construction norms for specialized tasks after being promulgated; labor cost, equipment cost per shift after being instructed and announced in accordance with Decree No. 68/2019 / ND-CP.
Regarding the competence to appraise and approve the survey costs, the resolution provides that in case of necessity, the investment deciders may authorize the investors to appraise and approve the survey costs to reduce procedures on the basis of ensuring the progress and efficiency of the project.
Regarding contents of the scope of appraisal of the adjusted total investment capital, the competence to appraise and approve the cost of project preparation for making feasibility study reports, technical design, and construction design, the Government assigns the Ministry of Construction to guide the implementation based on the principles of ensuring the reduction of unnecessary procedures and maximizing facilitation to speed up the progress of investment projects.
