Enterprises/ traders will declare C / O at www.ecosys.gov.vn.

Ministry of Industry and Trade has issued Decision No. 2412 / QD-BCT promulgating C/O procedures on the internet. Accordingly, the dossier for C/O will be performed on the management system and issued with electronic certificates of origin at www.ecosys.gov.vn.

According to the process, traders declare the electronic records on eCoSys . When traders have filed papers, they need to update records on eCoSys.

Then, traders declare data on eCoSys on the basis of accurate information related to the goods which are proposed to issue the C/O and attached as electronic vouchers from Paragraph c to f, Clause 1, Article 9 of Circular No. 06/2011/ TT-BCT of the Ministry of Industry and Trade.

The texts and documents must be authenticated by the traders’ digital signature from the competent authority.

Traders do not have to submit papers, attached vouchers through the system of eCoSys to the organzation issuing C/O, unless they have any doubts about the authenticity of the documents.

After receiving the notification of approving dossier C / O on the internet from the organzation issuing C/O, traders can submit to the organization for C/O application and C/O forms which have been valid as stipulated in Clause 1, Article 9 of Circular No. 06/2011/ TT-BCT.

Traders submit or present other documents stipulated in Article 9 of Circular No. 06/2011/ TT-BCT to the organization issuing C/O as required.

Within 6 working hours after receiving the dossier for C/O on the internet, the organization issuing C/O is responsible for informing the results of the dossier for C/O to traders in the system.

If the dossier for C/O on the internet of traders is inconsistent with the current regulations, organizations issuing C/O shall give the reason for non approval and announce to the traders for amendment and supplement.

The organzation issuing C/O will release C/O paper to traders in two hours, after the receipt of the dossier.

For the record of C/O form D, competent organizations shall receive and process dossiers under the C/O regulations on the internet. Time to change from the paper records to records on the internet is 45 days (from June 15, 2016 to July 31, 2016).
