Reducing the charges for issue of new entry and exit permits

The implementation of Fees and Charges Law, Circular No.264/2016/TT-BTC transferred a number of charges into fees including: fees for issue of all types of visas; fees for confirmation of citizen registration; fees for consular certification and legalization; Notary fees, fees for authentication; fees for verification of papers, documents; fees for receipt and delivery of application, proof for Vietnamese legal persons and citizens.
According to the Charges and Fees Tariff enclosed with the Circular, the Ministry of Finance has reduced the charges for issue of new laissez-passers from $US 30 per permit to $US 20 per permit; supplemented the fees for issue of visas for children under 14 year old to $US 25/visa; rescind charges for overdue birth registration and death notification etc.
The Circular also stipulates the charges which are directed by the Ministry of Foreign Affairs to the overseas Vietnamese representative missions to implement cost-accounting for the collected charges in diplomacy; when the revenue is arisen they must pay 100% of the charges and the actual interest on the bank deposits into the State Budget custody funds at the overseas Vietnamese representative missions.
The expense source for the charges collection is allocated by the State budget in the estimate of collecting as per regulation, the norm of the State budget expenditures as per provision of the law.
For the fees, the Ministry of Foreign Affairs directs overseas Vietnamese representative missions to implement cost-accounting for the collected fees in diplomacy; when the revenue is arisen they must pay 70% of the fees and the actual interest on the bank deposits into the State Budget custody funds at the overseas Vietnamese representative missions.
Charges and fees in the diplomacy are calculated in USD. In the case of the collected fees and charges Diplomacy by currency of the home country, the conversion rate of USD into the home country’s currency will be based on the selling rate of USD which is publicized by the bank where the overseas Vietnamese representative missions open the account.
When the conversion rate of USD into the home country’s currency fluctuates up or down by more than 10% compared to the rate being applied, the head of the overseas Vietnamese representative missions are allowed to stipulate again the norm of consular fees and charges by the home country’s currency according to the new conversion rate and announce in writing for the Ministry of Foreign Affair and the Ministry of Finance prior to implementation.

The Circular will take effect from January 1, 2017 and replaces Circular 236/2009/TT-BTC of the Minister of Finance guiding on the collection, remittance, management and use of charges and fees by Overseas Vietnamese diplomatic missions and consular missions, and Circular 156/2015/TT-BTC amending and supplementing Circular 236 of the Minister of Finance guiding on the collection, remittance, management and use of charges and fees by the Overseas Vietnamese diplomatic missions and consular missions.
