Accordingly, in the case of commodities that are subject to chemical declaration when imported they must have an importing precursors license. When imported from overseas and stored in bonded warehouses pending import into the domestic market or exported to a third country, the commodities do not need to clarify the chemicals, when submitting the import precursors license. When organizations or individuals import goods from a bonded warehouse to use in Vietnam. In addition to the implementation of appropriate customs procedures and forms, they need to complete the chemical declaration and submit import precursors licenses as prescribed.
With the case of domestic enterprises importing chemicals from abroad and stored in bonded warehouses that have applied for certificates and declarations for a chemical precursors import license on sales to local firms, then they do not need to apply for the certificate and declaration of chemical precursors import license. In this circumstance, importing enterprises must provide documents and evidence to prove the purchase and transfer of ownership of goods from businesses that have initially declared chemicals for enterprises to implement procedures for imports from bonded warehouses into the domestic market.
The General Department of Customs has requested all Customs Departments in provinces and cities to direct Customs Branch of bonded warehouse management to make a reconciliation-monitoring slip based on the certification of the chemical quantity declaration and precursors import licenses for goods that are going into or out of bonded warehouses, to ensure that there will be no commodities that are imported in without the prescribed licenses.
