Positive changes in anti-corruption work of Ministry of Finance

At least 183 classes and seminars on anti-corruption were held
The Ministry of Finance (MoF) has always educated officials to raise their awareness and responsibility in the fight against corruption and waste.
Accordingly, the Ministry has continued to follow Resolution No. 03-NQ / BCSĐ dated March 19, 2018 of the MoF’s Party Committee on anti-corruption of the Ministry of Finance by 2020 to effectively realize the Politburo's Conclusion No. 10-KL / TW dated December 26, 2016, on carrying out the Central Resolution 3 (term X) on strengthening the Party's leadership towards corruption and waste prevention and the Government's Resolution No. 126 / NQ-CP dated November 29, 2017 on the Action Planon anti-corruption by 2020.
The MoF also requested its agencies and organizations to capture the views, objectives and solutions of the Party and State in anti-corruption work; to prevent, detect and strictly handle those who commit corrupt acts.
Along with that, theMoF’s Party Committee has directed the heads of its agencies and organizations to work with their party committees to strictly follow the conclusions of the SecretaryGeneral, the State President, Head of the Central Steering Committee on Anti-corruption;take measures to speed up the detection and handling of "petty corruption" and speed up the assessment and valuation of assets as well as provide documents at the request of investigating agencies for economic corruption cases.
In the first quarter of 2021, the Ministry of Finance held 183 classes and seminars to disseminate anti-corruption laws, the Party's policies and guidelines on anti-corruption work.
The seminars and classes have covered thefollowing topics: Strengthening Party building and reorganization; preventing and repelling degradation of political ideology, morality and lifestyle, etc.,thereby contributing to raising awareness, consciousness andactions of officials of the Finance sector on anti-corruption work.
Strictly follow code of conduct
In the first quarter of 2021, the MoF continued to seriously comply with regulations on openness and transparency in their operations, focusing on sensitive and easy-to-corrupt areas such as tax, customs, personnel, procurement, management and use of public assets, cost estimation, annual budget settlement, public debt data disclosure, examination and inspection on the MoF’s website and other disclosure forms in accordance with the Law on anti-corruption. Legal documents, guidelines and administrative procedures are updated on the Portal of the Ministry of Finance and other agencies in the sector convenient for people to study, look up and monitor.
Along with that, the ministry has continued to review, amend, supplement and issue new norms and standards within its management scope; improve regulations to ensure strict implementation of the State's regulations on the management and use of the state budget, procurement, management and use of public assets, the investment in capital construction, meeting regime, internal spending to prevent and fight corruption in financial, budget management activities and intra-industry management.
For the development and implementation of the code of conduct of officials, agencies, organizations and units, the MoF develops and strictly follows the code of conduct and the code of professional ethics to help official strictly observe the provisions of the law in performing the fight against corruption and negative actions.
Specifically, the General Department of Customs launch a surveillance camera system and an online customs supervision divisionto monitor the customs processing for imported and exportedgoods and entry and exit vehicles to prevent negative acts; set up a hotline to receive information reflecting troublesome and negative manifestations of customs officers to have timely solutions.
The General Department of Taxation has strengthened discipline in duty performance in the entire tax sector and improved management, direction and inspection of the implementation ofadministrative discipline.
In the first quarter of 2021, the entire Finance sector inspected the observance of the code of conduct forofficials in 104 units including 77 units under the General Department of Taxation; 27 units under the State Treasury. As a result, all officials strictly abide by the regulations in duty performance; do not have the misuse of power.
In particular, agencies and units under the Ministry of Finance have continued to strictly obey the rotationand change of working positions, and mobilization of civil servants and public employees. In the first quarter of 2021, 1,098 officials were rotated, transferred and changed working positions.
