National technical regulations on environment for imported scraps

Accordingly, Circular 08/2018 / TT-BTNMT of the Ministry of Natural Resources and Environment issued 3 national regulations on environment including: QCVN 31: 2018 / BTNMT - National technical regulations on environment for imported iron and steel scraps as material for production; QCVN 32: 2018 / BTNMT - National technical regulation on environment for imported plastic scraps as materials for production; QCVN 33: 2018 / BTNMT - National technical regulations on environment for imported paper scraps as materials for production.
As for Circular 09/2018 / TT-BTNMT, the Ministry of Natural Resources and Environment also issued three national environmental standards, including: QCVN 65: 2018 / BTNMT - National Technical Regulation on waste whether glass is imported as raw materials for production; QCVN 66: 2018 / BTNMT - National technical standards on environment for imported non-ferrous metal scrap as raw materials for production; QCVN 67: 2018 / BTNMT - National technical standard for the environment of blast furnace slag dust (slag granulated, slag sand from the iron or steel industry) imported as raw materials for production.
These scraps are specified in the list of scraps permitted for import from abroad as raw materials for production, issued together with the Prime Minister's Decision No. 73/2014 / QD-TTg on December 19th, 2014 of the Government, which may affect the safety (imported goods in the group 2), which are managed by the Ministry of Natural Resources and Environment.
Circular 08/2018 / TT-BTNMT shall take effect by October 29th, 2018 and replaces Circular No. 43/2010 / TT-BTNMT dated December 29th, 2010 of the Ministry of Natural Resources and Environment on National technical regulations on environment. Circular 09/2018 TT-BTNMT shall take effect by October 29th, 2018.

Article 10 of Circular No. 41/2015 / TT-BTNMT dated September 9th, 2015 of the Minister of Natural Resources and Environment's on environmental protection in the scrap imports as materials for production and Clause 9 Article 1 of Circular No. 03/2018 / TT-BTNMT dated August 14th, 2018 of the Ministry of Natural Resources and Environment amending and abolishing some regulations on administrative procedures related to specialized inspection within the state management scope of the Ministry of Natural Resources and Environment shall be ineffective from the effective date of these Circulars.
