Ministry of Industry and Trade requests large enterprises to report on environmental status

RReport on environmental protection in project and factory areas must be sent to the Ministry of Industry and Trade before 30 June, 2017

Thus, not stopping at statements, following the Directive No. 11/CT-BCT on environmental protection in the Industry and Trade, the Ministry of Industry and Trade issued a special execution plan in October, 2016.

In addition to establishing examination teams for environmental protection activities in enterprises and launching competitions of environmental protection in Industry and Trade on the E-portal at the address: moit.gov.vn, the Ministry of Industry and Trade also requested groups and corporations to submit reports to the Ministry.

Particularly, Electricity Vietnam (EVN) needs to evaluate the result of improvement of operating processes of the electrostatic precipitator system (EPS) during the startup of boilers in Duyen Hai 1 Thermal Power Plant, Vinh Tan 2 in terms of environmental protection in consideration of safety and fire prevention and build a plan to deal with air pollution during the startup of boilers and report the result to the Ministry of Industry and Trade before June, 2017.

This group evaluated the performance result of communication activities at the Duyen Hai 1 Thermal Power Plant, Vinh Tan 2, thereby building a communication program to fully publicize the factory’s performances and environmental protection to the surrounding residents.

EVN directed and urged the Duyen Hai 1 Thermal Power Plant to finish the confirmation of completion of the construction works for environmental protection before March, 2017; and directed other thermal power plants to review and standardize measures to transport and discharge the discarded material to ensure the safe storage of ash and slag and not affect to surrounding environment.

For projects under construction, EVN should direct the Project Management Units to closely coordinate with contractors to strengthen the environmental protection during construction and testing operation.

Vietnam Chemical Group needs to direct the DAP 1, 2 Joint Stock Company to reinforce the gypsum landfills to avoid erosion and dust and gas spreading, and ensure the safety and the environment during the rainy season. Implementing the management measures and handling gypsum residues in accordance with its commitment on environmental protection; and steer the Super Phosphate and Lam Thao Chemical Joint Stock Company to thoroughly handle waste water to ensure compliance with environmental protection requirements, and report to the Ministry of Industry and Trade before June, 2017.

The Vietnam Oil and Gas Group should direct the Vung Ang 1 Thermal Power Plant to finish the confirmation of completion of the construction works for environmental protection and deploy the measures to manage the ash and slag as prescribed.

In addition, other units such as the Vietnam National Coal – mineral Industries Holding Corporation Limited and the Vietnam Textile and Garment Group have also directed relevant units to solve problems related to the environment.

Previously, the Ministry of Industry and Trade announced the list of about 30 projects, thermal power plants, chemical plants, hydropower plants and minerals exploitation factories which have risks to the environment under the aspect of “special supervision”

Currently, the Ministry of Industry and Trade has 64 establishments which had decisions to certify pollution settlement under Decision No. 64/2003/QD-TTg; and 7 establishments which basically completed the requirements of settlement under Decision No. 64/2003/QD-TTg, but have not yet been issued the Certificate.

Of which, there have been 5 units which stopped operation or stopped the operation of the part causing the environmental pollution under Decision No. 64/2003/QD-TTg (Dong Nam Textile Company, Casting No. 1 Company, Tan Thuan Steel Factory; Binh Loi Leather Enterprise, and Hoa Binh Paper and Powder Joint Stock Company); and 2 units which basically completed the requirements to handle environmental pollution under Decision No. 64/2003/QD-TTg and sent documents to the Department of Environment and Natural Resource of relevant provinces and cities to request confirmation of the completion of absolute settlement for serious environmental pollution under Decision No. 64/2003/QD-TTg (Co Dinh Crom mine and Hanoi –Hai Phong Beer Joint Stock Company).
