Many flaws in export labor training

That is the opinion of many delegates attending the seminar “ Vocational training for labor export in Ho Chi Minh City” held by the Ho Chi Minh City Department of Labor – Invalids and Social Affairs on 23 November, 2016.

Great demand

According to the report of the Ho Chi Minh City Department of Labor – Invalids and Social Affairs, from 2011 to now, city and local enterprises have taken over 55.000 Vietnamese laborers to work overseas, of which 9.22% are immediate level laborers, 5.81% are college degree laborers, 6.22% are bachelors, and the rest are unskilled workers. Particularly, there have been more than 31,000 workers in Japan, more than 12,000 workers in Taiwan, nearly 5,000 workers in Malaysia and more than 3.500 workers in South Korea. These are 4 major countries that have the greatest demand for Vietnamese labor recruitment. These markets mainly require high skilled laborers in the garment sector, food processing sector, electrical assembly and seamen.

Mr. Nguyen Xuan Lanh, Assistant Director in charge of strategic management and foreign affairs of Esuhai Company said that: “now Japan, Taiwan and South Korea have great demands for labor recruitment from Vietnam. Our company took nearly 1,000 engineers and interns to Japan to work in 2015 and more than 1,500 employees in 2016. This number is predicted to increase in the next few years”

Similarly, Mr. Huynh Ho Dai Nghia, Deputy Head of Market Division, Labor Export Center under Sai Gon Textile and Garment Joint Stock Company also stated that his company had exported 7,110 employees to Japan in the first quarter of 2016. One of the programs performing now is a skill internship program in Japan under agreement from 6 months, 1 year, 3 years to the maximum of 5 years.

Many trained laborers for export not only receive high income and improve their life, but also accumulate knowledge of foreign language, access modern science and technologies and adapt to professional working style, etc after returning to the home country. Principal of Thu Duc College of Technology, Mrs. Nguyen Thi Ly acknowledged that: “among 300 students who were trained for export to Freesia Group in Japan, after 3 year of working hard abroad, many students had an income of 850 million vnd.

In addition, after 3 years of working abroad, returning workers have good professional skills, good foreign languages, professional working style and wide knowledge due to working for the most developed country, they absolutely have ability enough to work for a foreign company in Vietnam or start their own business. Mr. Huynh Ho Dai Nghia Deputy Head of Market Division, Labor Export Center under Sai Gon Textile and Garment Joint Stock Company said.

Enterprises make an order for training facilities

Ho Chi Minh City now has 46 companies and 23 branches that are qualified to take employees to work abroad. The City’s vocational colleges have signed training agreements with Japan, South Korea to train laborers qualified to work for 3 years. However, this number is not sufficient to meet the actual requirements, especially skills and foreign language qualifications.

Due to profits and shortening the time, some companies have not paid attention to training before interviewing while deploying the programs that lead employees who were recruited to not have basic foreign language skills to further study their foreign language to meet the working requirements. Even they fail at the language barrier, they do not understand about working process as well as daily activities of recruiting companies, so they are obliged to stop the labor contracts and return to the home country before the contract deadline and some other consequences that are the escape of laborers, etc.

Thus, in order to have a workforce with different high-level skills for recruitment for labor export, companies should cooperate with professional education schools for training.

Vietnam Customs and Australia Customs promote cooperation in training and exchange of information

Furthermore, according to Master Le Quoc Binh, Principal of Ho Chi Minh City Vocational College, to export labor becomes a solution for Vietnam human resource development, colleges must develop training programs, besides basic knowledge, colleges should deploy training modules that meet the companies’ requirements. If employees have good skills, instead of spending a lot of time learning and adapting a new job they will spend this time to work and accumulate knowledge and experience from the developed country. When returning to Vietnam, they will become a high-quality workforce for the country.
